The Provincial Council opens a five-million-euro line of funding for rural roads
Por FactBox Admin

The Provincial Council of Seville has opened a grant line endowed with 5,000,000 euros to finance the improvement, conservation, and maintenance of rural road infrastructures owned by municipalities and autonomous local entities of the province with a population of up to 20,000 inhabitants. The call is approved by Resolution 7653/2026, of October 16, of the Delegated Deputy of the Area of Supramunicipal Public Services and is published in the Official Gazette of the Province of Seville No. 204, of Wednesday, October 21, 2026 (CVE: BOP-SE-2026-204001). The procedure is processed under a non-competitive concurrence regime, meaning that grants are awarded based on the fulfillment of objective requirements and not by comparison between applications.
The line is incorporated into the Strategic Plan of the Area of Supramunicipal Public Services for the period 2024-2027, approved by Resolution 1013/2024, of March 6, and included in its ninth modification via Resolution 6294/2026, of September 8. The guidelines cite as a precedent the first call of these characteristics, approved by Resolution 6560/2025, of September 24, during whose processing it was found that investments exceeded available resources, which advises a second edition.
The text justifies the urgency due to the extraordinary meteorological episodes suffered in the province, with intense and persistent rainfall that has caused serious damage to the network of municipally-owned roads, hindering access to agricultural and livestock farms and to dispersed population centers. The call is subject to the General Subsidies Law 38/2003, of November 17, its Regulation approved by Royal Decree 887/2006, and the General Subsidies Ordinance of the Provincial Council (BOP No. 104, of May 9, 2023).
Linear distribution and maximum amount per entity
The total amount is charged to the 2026 budget in two applications, both with project code 26p32100:
- 3201/45401/76200: public environmental service, rural roads, to city councils, 4,890,110 euros.
- 3201/45401/76800: public environmental service, rural roads, to minor local entities, 109,890 euros.
The maximum grant per beneficiary is set at 54,945 euros, a certain and determined amount resulting from a linear distribution of the line’s total amount among all municipalities of up to 20,000 inhabitants, regardless of their population or the kilometers of publicly-owned roads. If the cost of the action exceeds the aid, the additional financing will be borne by the local entity. The aid is compatible with other grants for the same purpose, provided that the sum does not exceed the cost of the activity.
One application per entity and technical report per road
Only one application per local entity is permitted, signed by the Mayor’s Office or Presidency via Annex I, which records the total amount requested even if work is carried out on several roads. It must be accompanied by:
- Technical report for each road, signed by competent technical personnel, detailing the damage resulting from the latest rainfall episodes, the length of the road, and the budget including VAT.
- Certificate of public ownership of the road or roads.
- Location map and enlarged map of the sections where work is intended to be carried out.
- Updated color photographs of the current state.
Interest on debts, surcharges and penalties, costs of judicial proceedings, recoverable indirect taxes, and personnel or structural expenses of the local entity are not eligible for subsidies. The roads must maintain their status as public domain for at least five years from the granting of the subsidy.
Ten business days and execution until the end of 2028
The submission period is ten business days starting from the day following the publication of the call summary in the BOP, through the National Grants Database. Processing is electronic, via SIDERAL registry exchange or the Registry Interconnection System (SIR), addressed to the Supramunicipal Public Services Area.
The maximum period to resolve and notify is six months from the end of the application period, with a negative administrative silence. The subsidy is paid in a single payment of 100% after the granting resolution, and the execution of the works extends until December 31, 2028, with three additional months for justification.
The call reaches virtually all small town halls in the province and their autonomous local entities, which can submit their application immediately and without competing for points with other projects. The margin is narrow: ten business days from the publication of the summary, with technical and graphic documentation for each road, meaning municipal services must prepare the report and maps without delay to avoid losing a grant of nearly 55,000 euros per entity.
