The Provincial Council adds sewage treatment fees for Montalbán and La Rambla
Por FactBox Admin

The Plenary of the Provincial Council of Córdoba, in a session held on October 21, 2026, initially approved the modification of the ordinance regulating the patrimonial payment charged by the Provincial Water Company of Córdoba (Emproacsa) for high-pressure water supply and wastewater treatment. The modification adds two new treatment tariffs applicable to the town councils of Montalbán and La Rambla. The agreement is published in the Official Gazette of the Province of Córdoba (BOP) No. 208, dated October 27, 2026, with official reference BOP-A-2026-3618, and remains open for allegations for 30 days.
Two new tariffs in Article 6 of the ordinance
The modification affects only Article 6 of the provincial regulation, which is dedicated to the “Tax Quota.” The initially approved text incorporates two differentiated tariffs, one for each municipality, corresponding to the wastewater treatment service. The announcement does not detail the amount of these tariffs: the specific amount is listed in the file subject to public exhibition.
The regulating ordinance is the one that sets the non-tax public patrimonial payment that Emproacsa receives for the supra-municipal services it provides in the province of Córdoba. It is, therefore, the instrument that transfers the corresponding part for treatment to the water bill in the municipalities where the provincial company assumes that service.
- Deciding body: the Plenary of the Provincial Council of Córdoba.
- Session date: October 21, 2026.
- Modified regulation: the provincial ordinance regulating the non-tax public patrimonial payment to be received by Emproacsa.
- Affected provision: Article 6, “Tax Quota.”
- Municipalities benefited by the new tariffs: Montalbán and La Rambla.
- Tariffed service: wastewater treatment.
Thirty days to present allegations before the Plenary
The announcement is subject to public information in application of Article 49 of Law 7/1985, of April 2, regulating the Bases of Local Regime (LRBRL). The period is thirty days starting from the day following the insertion of the edict in the Official Gazette of the Province, that is, from October 28, 2026.
During this period, interested parties may examine the file and present any claims or suggestions they deem appropriate before the Plenary of the Council. The text warns that if no claim or suggestion is made within the public exhibition period, the plenary agreement, which until now has been provisional, will be understood as final in accordance with the same Article 49 of the LRBRL.
The edict appears electronically signed by the fourth vice-president, Ana Rosa Ruz Carpio, who also appears as the delegated deputy, dated in Córdoba on October 23, 2026. The publication in the BOP is dated October 27, 2026, and carries the secure verification code 196E D647 42B3 3901 2F27, on page 15569 of the bulletin, within the Local Administration section.
The immediate precedent of the quarterly receipt
The modification is published barely a week after the BOP made public the registries for the patrimonial benefit for the management of the integrated hydraulic cycle for the third quarter of 2026, announced on October 20 (BOP No. 203). That announcement, processed by the Vice-Presidency of the Institute for Cooperation with Local Treasuries, listed 31 municipalities whose settlements are collected between October 20 and November 20, 2026, with claims directed to the Head of the User Management Department of Emproacsa, on Avenida del Mediterráneo in Córdoba. Neither Montalbán nor La Rambla appear in that list, which places the new tariffs within the framework of the incorporation of both municipalities into the purification service.
Impact for residents
The two tariffs initially approved have a direct effect on the water bills of the residents of Montalbán and La Rambla, who will see the cost of wastewater purification added to the settlement issued by the provincial company. The process is not closed: any interested resident, association, or collective has 30 days from October 28 to review the file and file an appeal before the Plenary of the Provincial Council, and only if there are no claims will the agreement become final without the need for a new plenary pronouncement.
