The Governing Board of the Provincial Council of Lleida approved, in an ordinary session on October 26, 2026, the procurement file and the opening of the tender for the hosting, migration, updating, characterization, maintenance, and advanced support services of the corporation’s Moodle training platform. The contract is issued via an open procedure with a base budget of 49,260.00 euros, which, with 10,344.60 euros in VAT (21%), totals 59,604.60 euros. The agreement is published in the Official Gazette of the Province of Lleida no. 207, dated October 29, 2026, within the extract of the Governing Board’s agreements (edict no. 9040, CVE BOP-2026_0_207_9040, pp. 3-7).
The decision falls within the delegation of powers from the Presidency of the Corporation to the Governing Board established by Decree no. 3011, of July 19, 2023. The session was chaired by the first vice-president, Agustí Jiménez Pérez, due to the absence of the president of the Provincial Council, Joan Talarn Gilabert. Also in attendance were the fourth vice-president, Rosa Pujol Esteve, councilwomen Estefania Rufach Fontova and Cristina Morón Molina, and the general secretary, Aránzazu Casals Roldán.
Six service areas in a single contract
The object of the contract groups the complete technical management of the Council’s training environment into six lines of work:

- Advanced support.
The agreement also includes the approval of the Specific Administrative Clauses Document, the Technical Specifications Document, and the remaining documentation contained in the file. The Governing Board authorized the expenditure for a total amount of 59,604.60 euros, charged to the budget application 060-491-2279900, corresponding to external IT service work. The payment is distributed over four annual installments charged to the credit retention 220269000411:

A technological contract within the Junta’s ordinary agenda
The tender for the Moodle platform is the fifth item on the agenda of the session, in which the Governing Board also resolved other files: the financial settlement of the agreement with the Maldà City Council for the “Ponent Actiu” operation (1,611.59 euros), two personnel selection calls (TLL4/2026 and PI 4/2026), three revocations of grants from the Extraordinary Local Investment Plan 2017/2018, and the rectification of the NIF of Força Lleida Club Esportiu in the sponsorship contract for the “Gust de Lleida” brand.
The agreements are made public in accordance with Article 56 of Law 7/1985, of April 2, regulating the bases of local regime, and Article 145 of the Recast Text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003, of April 28. Dissemination in the official bulletin is the channel that formally opens the deadline for the submission of bids by interested parties.
The tender is of particular interest to technological service companies and providers specializing in learning platforms, who will have the technical continuity of the Diputació de Lleida’s training environment contracted until 2030. For the users of the service, the file guarantees the maintenance and updating of the platform over four budget years.
