The Provincial Council tenders the paving of the LP-9221 road for 2.27 million

The Governing Board of the Lleida Provincial Council approved on November 2 the contracting and the opening of the tender for the rehabilitation works of the pavement of the local road LP-9221, on the section between Torre-Serona, Benavent de Segrià, Vilanova de Segrià, and La Portella, with a base budget of 2,267,402.85 euros (VAT included). The agreement, adopted unanimously, is published in the Official Gazette of the Province of Lleida number 212, of November 5, 2026 (reference BOP-2026_0_212_9311). The contracting file is 2026/6313/LIO_POR.

The agreement is part of ordinary session 36/2026 of the Governing Board, held on Monday, November 2, 2026, between 1:00 PM and 1:20 PM in the Commission Room of the Council Palace, with the attendance of five of the seven deputies who compose it. The publication of the resolutions is carried out in accordance with Article 56 of Law 7/1985, of April 2, regulating the bases of the local regime, and Article 145 of the Recast Text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003, of April 28. The competence to resolve falls to the Governing Board by effect of Decree 3011, of July 19, 2023, on the delegation of powers of the Presidency of the Corporation.

A seven-kilometer section between four municipalities

The tendered action corresponds to the “Project of specific actions. Rehabilitation of the pavement of the local road LP-9221 from Lleida to La Portella. PK 5+459 to PK 12+622. Section: Torre-Serona, Benavent de Segrià, Vilanova de Segrià, and La Portella”. The affected route covers just over seven kilometers of roadway and crosses four centers in Segrià and Noguera.

Open procedure with price as the sole criterion

The Governing Board approves the contracting file and orders the opening of the tender through an open procedure, with ordinary processing and advance expenditure. The contract is resolved with a single award criterion, the price, and the Board also approved the administrative clauses specifications and the remaining documentation contained in the file.

The fixed economic amounts are as follows:

• Base tender budget: 1,873,886.65 euros, excluding VAT.
• VAT: 393,516.20 euros.
• Total amount including VAT: 2,267,402.85 euros.
• Estimated value of the contract: 1,873,886.65 euros, VAT excluded.

Advance expenditure conditioned on the 2027 budget

The agreement authorizes an expenditure of 2,267,402.85 euros charged to the budget application 052 453 6190000 “Road Investment Plan”, according to the credit retention with operation number 220269000472, included in the expenditure project 2026 2 VIES 1 1. The processing is anticipated under the cover of article 117.2 and additional provision 3.2 of the Public Sector Contracts Law and article 44.2.1 of the Budget Execution Bases.

The approval incorporates a relevant condition for the bidders: the award is subject to the suspensive condition of the effective consolidation of resources, that is, the final approval of the 2027 annual budget with sufficient and adequate credit. The start of the contract execution is delayed until that moment.

Background on the same corridor

The LP-9221 has accumulated several actions in recent months. The same provincial bulletin published on October 2, 2026, the approval of the sixth and final certification of the pavement rehabilitation project of the same road on the Lleida-Torre-Serona section, lot 1, in favor of Jose Antonio Romero Polo, S.A., for 63,597.44 euros (BOP no. 188). The road is also the subject of a municipal pacification project in the urban section of Albesa, which includes a bike lane and a pedestrian path.
