The Provincial Council of Tarragona appoints nine career civil servants in various areas

The Provincial Council of Tarragona has made public the appointments of nine career civil servants, including Pepa Cascante Tomàs and Sandra Roig Fernández, who will permanently occupy respective positions as middle technicians of special administration assigned to the People and Talent Area (positions 1032 and 1067). The appointments were formalized through decrees from the delegated deputy for People and Talent and are published in the Official Gazette of the Province of Tarragona on September 22, 2026, with the official reference CVE 2026-08717 (pp. 1-2).

The announcement is made public in accordance with Article 82 of the Personnel Regulations for Local Entities, which requires the publication of appointments for career civil servants. The text was signed by the Deputy Secretary General, Alberto José Arnau Esteller, on September 18, 2026, from the People and Talent, Planning and Organization – Provision Area.

The two middle technicians of the People and Talent Area

The two appointments heading the announcement correspond to vacant positions in the corporation’s career civil service staff, both as middle technicians of special administration and assigned to the People and Talent Area:

• Pepa Cascante Tomàs, career civil servant, position number 1032, appointment by decree of the delegated deputy for People and Talent no. 2026-0005484, dated August 7, 2026.
• Sandra Roig Fernández, career civil servant, position number 1067, appointment by the same decree no. 2026-0005484, dated August 7, 2026.

Other appointments in the People and Talent Area

The same announcement includes three more appointments of career civil servants assigned to the People and Talent Area, in this case of superior and specialized categories:

• Cristina Rodríguez Tocino, superior technician of special administration, position number 1144, decree no. 2026-0005486, dated August 7, 2026.
• Gemma Bonet Torné, superior technician of special administration, position number 1142, decree no. 2026-0005474, dated August 7, 2026.
• Miren Irantzu Barriola Muguerza, specialist technician, position number 762, decree no. 2026-0005522, dated August 10, 2026.

Appointments in autonomous bodies and other areas

The announcement also includes positions assigned to autonomous bodies of the Provincial Council and to the Area of Coordination and Municipal Assistance:

• Rosa Brau Adell, special intermediate administration technician, Inspection Unit of the OA BASE-Revenue Management, position number BA270, decree no. 2026-0006192, of September 10, 2026.
• Asu Castro Pérez, special intermediate administration technician, Costa Daurada Tourism Administration Unit of the OA Tourism Board, position number 1130, decree no. 2026-0005477, of August 7, 2026.
• David Gatell Anglès, architect, Area of Agreement and Municipal Assistance, position number 1134, decree no. 2026-0006282, of September 15, 2026.

Provision of a command position

The final section of the announcement is not a career appointment but the provision of a management position, made public under article 22 of the General regulation for the provision of jobs and professional promotion of public employees of the Diputació de Tarragona:

• Jaume Vidal González, as Head of the Area of Agreement and Municipal Assistance, assigned to job position number 683 of the List of jobs for civil servant personnel, by Decree of the delegated deputy for People and Talent no. 2026-0006283, of September 15, 2026.

The appointments consolidate the definitive filling of nine positions and one command position at the Diputació de Tarragona, with effects on the structure of the People and Talent and Agreement and Municipal Assistance areas, as well as on the autonomous bodies BASE-Revenue Management and Tourism Board. Publication in the official bulletin provides guarantees of publicity and transparency to the process and opens the usual route of appeal for interested parties.
