The Provincial Council of Girona subsidizes neighborhood plans with €15,000.

The Diputació de Girona has definitively approved the rules regulating subsidies to municipalities for drafting the comprehensive intervention memory programs (PMII), the prior and mandatory document to apply to the Urban, Environmental and Social Recovery Fund for Neighborhoods and Towns of Special Attention 2025-2029 convened by the Generalitat de Catalunya. The notice is published in the Official Bulletin of the Province of Girona (BOPG) number 155, of 13 August 2026, with CVE BOP-2026_0_155_7328. Municipalities may receive up to 15,000 euros to finance these urban and social regeneration projects.

The agreement, signed electronically on 11 August by the president of the Diputació, Miquel Noguer i Planas, makes definitive the one initially approved by the Plenary on 16 June 2026 (file 2026/7838). The modification of the rules was subject to public information for 20 business days, through a notice in BOPG no. 121, of 26 June 2026, and by reference to the Official Journal of the Generalitat de Catalunya (DOGC) no. 9703, of 8 July, without any allegations being submitted, in accordance with article 178 of the consolidated text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003.

Purpose and beneficiaries

The rules, managed by the Diputació’s Municipal Assistance and Cooperation Service, subsidise the cost of preparing the PMII, prior and mandatory for participating in the calls of the Generalitat’s Fund for the period 2025-2029. Eligible expenses include drafting the program, participatory processes and any other directly related expense, whether carried out with own or external staff.

All municipalities within the territorial scope of the Diputació de Girona that prove they have previously applied to a call of the Generalitat’s Fund may request the aid:

• The procedure is non-competitive, with public announcement approved by the Junta de Govern (Governing Board) of the Diputació.
• Each municipality may submit only one application, electronically, to the Diputació’s subsidies portal (seu.ddgi.cat/subvencions).
• The submission deadline and conditions will be established in each call, the extracts of which will be published in the BOPG.

Amounts and population brackets

The amount is determined by applying a percentage to the budget of eligible expenses, according to the municipality’s population bracket:

• Up to 1,000 inhabitants: up to 95%.
• From 1,001 to 2,000 inhabitants: up to 90%.
• From 2,001 to 5,000 inhabitants: up to 80%.
• From 5,001 to 10,000 inhabitants: up to 75%.
• From 10,001 to 20,000 inhabitants: up to 70%.
• More than 20,000 inhabitants: up to 60%.

In no case may the grant exceed 15,000 euros nor be less than 3,000 euros, and the maximum limit covers the entire period of validity of the Neighbourhoods and Towns Plan of Catalonia 2025-2029. If applications exceed the allocation for the call, the amounts will be prorated and those obtaining a result below the minimum will be excluded.

Resolution, justification and obligations

The Governing Board must resolve and notify within a maximum period of six months from the end of the submission period; once this period has elapsed without a resolution, the application is deemed rejected by administrative silence. Justification shall be made by means of a simplified supporting account, and payment shall be processed by bank transfer, without advances.

Beneficiaries must state the economic support of the Provincial Council in any dissemination of the action —at least one news item on the municipal website with the amount— and the aid is compatible with other grants provided that the sum does not exceed the total cost of the action. The rules take effect from the day after their full publication in the BOPG, and the decision may be appealed in administrative contentious proceedings before the High Court of Justice of Catalonia within two months.

The publication of the rules sets in motion, in the Girona counties, the Neighbourhoods and Towns Plan of Catalonia 2025-2029, since without the PMII no town council can access the Generalitat’s fund. With these grants, the Provincial Council guarantees that municipalities, especially the smallest, can prepare the technical and participatory documentation necessary to apply for urban and social regeneration resources throughout the entire period.
