Por FactBox Admin

The Governing Board of the Barcelona Provincial Council approved on October 8, 2026, the final settlement of the grants from the 2030 Ecological Transition Sectoral Program, supporting local climate investments, for a total amount of 586,595.59 euros. Agreement no. 632/2026 is published in the Official Gazette of the Province of Barcelona on October 15, 2026, with the CVE reference 202610153552. The decision closes Support Line 1 of the program and requires the affected entities to return the amounts received in advance that were not justified.
The program was approved on June 13, 2024 (AJG no. 314/24) within the framework of the 2024-2027 Local Government Network Cooperation Plan, and is managed by the Climate Action Services Management. Its objective is to finance high-impact works in the fight against climate change by the province’s municipalities. On February 27, 2025 (AJG no. 80/25), the corporation modified the program to increase its allocation by 25 million euros, destined entirely for Line 2.
The total allocation was set at 72 million euros, distributed as follows:
- Support Line 1 “Adaptation to the climate emergency”: 16,000,000.00 euros, all from the 2024 annual budget.
- Support Line 2 “Renewables 2030”: 14,000,000.00 euros in 2024 and 42,000,000.00 euros in 2025, 56,000,000.00 in total.
- Program total: 30,000,000.00 euros in 2024 and 42,000,000.00 euros in 2025.
A three-phase procedure
The execution of the actions funded by the Provincial Council was to be carried out between January 1, 2024, and December 31, 2025, and the final justification between January 2 and May 31, 2026. Since May 31 was a non-working day, the deadline was understood to be extended until June 1, 2026. No entity waived the advance payment, so all operated within the global period.
Presidency Decrees no. 10816 and 10965, both of July 22, 2025, no. 13856, of October 7, 2025, and no. 16209, of November 13, 2025, extended the execution and justification deadlines for 141 actions of Line 2 until December 31, 2026, and May 31, 2027.
Presidency Decree no. 9593/2026, of July 9, 2026, approved the provisional settlement for 1,630,343.36 euros and opened a hearing period of fifteen business days, from July 14 to August 3, 2026. The announcement was published in the provincial gazette on July 13, 2026. The report from the managing center, dated September 16, 2026, and incorporated into file 2024/0017135, collects the justifications and waivers submitted, which have reduced the amount subject to provisional settlement by 1,043,747.77 euros.
Revocations and waivers
The annex to the agreement details 31 recipient entities, with a total granted amount of 1,906,825.32 euros, paid entirely in advance. The final settlement distinguishes between two types of adjustment:
- Revocations due to lack of justification, 320,393.00 euros: Cubelles City Council (75,000.00), La Roca del Vallès City Council (75,000.00), Ripollet City Council (75,000.00), Tiana City Council (75,000.00) and La Quar City Council (20,393.00).
- Partial or total waivers, 266,202.59 euros, among others: Mollet del Vallès City Council (67,800.50), Canovelles City Council (57,557.85), Cerdanyola del Vallès City Council (31,312.12), Vallromanes City Council (26,931.93), Navarcles City Council (25,781.94), Canet de Mar City Council (17,803.30), Collbató City Council (17,540.78) and Badia del Vallès City Council (11,112.00).
Decree no. 12067, of September 14, 2026, accepted two total waivers for 47,289.00 euros, corresponding to the Castellar de n’Hug City Council and the Rajadell City Council. Nine more entities —including Guardiola de Berguedà, Jorba, Malgrat de Mar, Montgat, Olesa de Montserrat, Sant Sadurní d’Anoia and Santa Maria de Merlès— justified 100% of the granted amount and do not appear in the settlement.
Closing of Line 1 and reimbursement schedule
The final execution percentage of Support Line 1 was 96.04% of the assigned allocation. The agreement declares the closing of this line, once the execution and justification deadlines have expired and the provisional and final settlements have been approved. Support Line 2, on the other hand, remains open due to the granted deadline extensions.
The entities listed in the annex must return the unjustified amounts between the notification of the act and December 15, 2026, according to the payment document that the managing center will send. If the debt is not settled within this period, the reimbursement will be made through accounting compensation with any other payment that the Provincial Council must make to the debtor entity or via executive collection.
The agreement also provides for communicating the act to the National Grants Database (BDNS) and the Registry of Aid and Grants of Catalonia (RAISC), and notifying the affected entities.
The settlement closes the cycle of a 72 million euro program and sets at 586,595.59 euros the balance that the city councils must return to the Provincial Council before December 15, 2026. For the affected municipalities, the amount means having to return funds already received in advance; for the rest, it confirms that Line 1 of the climate program is exhausted and that Line 2 will remain active until 2027.
