The Provincial Council announces three senior technician positions for internal promotion

The Diputació de Tarragona has announced, via a Presidential decree (number 2026-0005558, dated August 11, 2026), a selection process to fill three positions of career civil servant as Senior Special Administration Technician, through a competitive examination (concurs oposició) for internal promotion. The call, identified as 24-016 PI, is published in the Official Gazette of the Province of Tarragona (BOPT) on August 26, 2026, with the official reference CVE 2026-08024.

The positions are assigned to the General Services and Corporate Facilities Area – Contracting and Expropriations Unit, with a classification of group A, subgroup A1 and remuneration A1-22-67. This is a career opportunity for the corporation’s civil servant staff, who may be promoted within the special administration scale.

The positions and the regulatory framework

The three announced positions, with staff numbers 1129, 1104, and 1105, are reserved for the internal promotion track and are included in the Public Employment Offer for the year 2024, published in the BOPT on December 13, 2024. The process is governed by the specific bases of the call, which are complemented by the General Bases regulating the selection processes of the Diputació de Tarragona, published in the BOPT on November 3, 2022.

The legal regime of the positions is that of a career civil servant, within the special administration scale, technical sub-scale, and senior technical class. The selection system is a competitive examination (concurs oposició), with an internal promotion track.

Requirements for participation

To apply, candidates must meet a series of specific conditions in addition to the general requirements:

  • Hold an official university Degree or equivalent, homologated if obtained abroad.
  • Accredit a C1 level of Catalan (or equivalent), or pass the corresponding Catalan test.
  • Accredit C2 level knowledge of Spanish in the case of non-Spanish persons not originating from official Spanish-speaking countries.
  • Have the status of career civil servant of the Diputació de Tarragona or its autonomous bodies, from the immediately lower group, in active service.
  • Have provided at least two years of effective service as a civil servant in the immediately lower group.

As this is an internal promotion process, payment of the examination fee will not be required, in accordance with the Fiscal Ordinance regulating the taxes of the Diputació de Tarragona.

Deadline and selection process

Applications must be submitted electronically through the Electronic Office of the Diputació de Tarragona, via the IntraDT platform and using T-CAT card identification. The submission period is 20 business days starting from the day after the publication of the call summary in the DOGC.

The opposition phase has a maximum score of 60 points, distributed across three exercises:

  • First exercise (maximum 20 points): written development of a general and transversal topic, with a minimum of 10 points to pass.
  • Second exercise (maximum 40 points): resolution of a practical case related to the functions of the position, with a minimum of 20 points.
  • Third exercise: language proficiency test (Catalan and, if applicable, Spanish).

The document is electronically signed by the general secretary, Alberto Jose Arnau Esteller, and a contentious-administrative appeal may be filed against the call within two months before the Court of First Instance of Tarragona, or an optional appeal for reversal before the Presidency of the Diputació.

This call represents a path for consolidation and promotion for the civil servant staff of the Diputació de Tarragona, who will be able to access senior technical positions in a strategic area such as procurement and expropriations, thereby strengthening the management capacity of the provincial corporation.
