The Provincial Council grants subsidies to Open Arms, AFANOC and the Leader program

The Governing Board of the Provincial Council of Tarragona approved on September 22, 2026, nominative grants to the Fundación PROA (Pro Activa Open Arms), the Association of Children with Cancer of Catalonia (AFANOC), and the Inter-comarcal Consortium of Socioeconomic Initiatives for the management of the Leader program. The agreements are published in the official extract of the Official Gazette of the Province of Tarragona on September 28, 2026, with the reference CVE 2026-08862 and five pages. The same session initiated the procedure for the partial loss of the right to collect cultural grants for the Tarragona City Council and a dozen entities in the region.

The extract collects the agreements from the ordinary session of the Governing Board, which began by approving the minutes of September 15, 2026. The document was electronically signed by the deputy secretary Alberto José Arnau Esteller on September 24, 2026, and can be verified at the Electronic Office of the Provincial Council. A large part of the agreements refer to grants, contracting, and the justification of payments from previous fiscal years.

Nominative grants to social and cultural entities

Agreements 12, 13, and 14 grant three nominative subsidies:

• Fundación PROA (Pro Activa Open Arms), for the action “Humanitarian protection and rescue in the Mediterranean 2026”.
• AFANOC, for the execution of the investment “Xuklis house renovations: Adaptation of apartments and spaces of Casa Xuklis”, year 2026.
• Inter-comarcal Consortium of Socioeconomic Initiatives, for the action “Management of the Leader program 2026”.

Additionally, agreement 9 grants the La Bisbal de Montsant City Council a direct grant, specifically provided for in the 2026 budget of the Provincial Council, for the action “Multi-sports court”.

On the other hand, the Board accepted the supporting documentation and declared the suspensive condition for the payment of 2025 nominative grants as fulfilled for:

• The Diocese of Tortosa, for the conservation and restoration of the portal of Sant Agustí and the house of the majoral of the Sant Francesc de la Fatarella hermitage.
• The Association of Kings of Vila-seca, for the renovation of the Royal Entourage’s costumes.
• The city councils of Gandesa, la Sénia, Cabacés, and Deltebre, for drinking water works, roads, and the Carrilet promenade.
• The Baix Penedès Comarcal Council, for the creation of a motorhome network.

Initiation of the loss of the right to collect cultural grants

A dozen agreements initiate the procedure for the partial loss of the right to collect cultural grants granted in 2025. Those affected are:

• The Associació Cor Itzi, Escoltes Catalans, the Colla Joves Xiquets de Valls, Play Acció Cultural, and the Associació de Timbals i Bestiari de Castellvell del Camp, within the call for cultural activities or activities of citizen interest of a unique nature.
• The Quartet Gerhard SCP, JVG, PAVG, and Suricata Stories SC, within the call for micro-enterprises and self-employed professionals in the cultural sector.
• The Tarragona City Council, in two agreements (22 and 34), and the Associació d’amics de Deltebre Dansa, within the call for strategic activities and performances of cultural interest with special territorial impact.

Scholarships, museums, and correction of a material error

The session also approved other resolutions of a cultural nature:

• Granting the scholarships intended for natural persons of the district for personal dedication to the creation and production of artistic and cultural projects (agreement 31).
• Granting the subsidies intended for museums of the Network of Museums of the Comarques of Tarragona and the Terres de l’Ebre (agreement 35).
• Increasing the maximum amount and granting subsidies to various local entities and their dependencies for strategic cultural activities in 2026 (agreement 23).
• Correcting a material error in agreement 2026-0000579, dated July 28, 2026, regarding the granting of subsidies to entities for cultural activities in 2026 (agreement 26).

Regarding procurement, the Board awarded the supply by lease of multifunction printers and approved the file for office furniture, with a maximum tender budget of 118,580.00 euros (VAT included).

For the cultural and social sector of the district, the session combines new contributions to humanitarian rescue projects, care for children with cancer, and rural development with the opening of reimbursement files for cultural entities, a sign of tightening control over the justification of subsidies granted in 2025.
