The Provincial Council grants the precarious use of 73 electric charging points to the town councils

The Diputació de Lleida has opened a public information period of twenty business days to transfer, on a precarious basis, 73 electric vehicle charging points to the city councils and decentralized municipal entities (EMD) listed in the decree initiating the proceedings. The procedure was launched by Presidency Decree 2026/3921, dated October 29, and is published in the Official Gazette of the Province of Lleida no. 213, dated November 6, 2026 (edict 9302, CVE BOP-2026_0_213_9302), through the corporation’s Asset Management Service. The transfer affects the councils that receive the installations and, consequently, the electric vehicle users in the territory.

The supply of this equipment is included in the Tourism Sustainability Plan for the Destination “Naturalmente Lleida”, funded by the Recovery, Transformation and Resilience Plan with Next Generation EU Funds. According to the announcement, the funding covers 100% of the contracting.

The processing complies with Article 75 of the Asset Regulations for local entities, approved by Decree 336/1988, dated October 17. The announcement is signed by the president, Joan Talarn i Gilabert, with the approval of the general secretary, and the document bears the electronic signature of November 3, 2026.

Twenty business days to submit allegations

The public information period is twenty business days and is disseminated through two channels:

• Publication of the announcement in the Official Gazette of the Province of Lleida.
• Display on the corporation’s edicts board, hosted on the electronic headquarters of the Diputació de Lleida.

Allegations may be submitted by the city councils and EMDs listed in the decree initiating the proceedings, as well as by other interested parties. Once the deadline has passed, the agreement will be submitted to the corporation’s plenary session so that it may adopt the agreement for the transfer of use in favor of these entities and, subsequently, the corresponding document may be formalized.

From a contract for 75 points to the transfer of 73

The supply contract covering this infrastructure was for 75 charging points, according to the list of decrees published in the gazette on October 2, 2026 (CVE BOP-2026_0_188_8018). That text includes the authorization, dated July 8, 2026, to extend the execution period requested by the winning company, AXAL Power B.V., due to reasons beyond the company’s control.

The proceedings now being publicized affect 73 points, which are those that will be made available to the local entities listed in the presidency decree.

A provincial charging service in process

The transfer remains in effect while the corporation deploys its own service. The Plenary of the Provincial Council, in ordinary session 09/2026 on October 15, 2026, approved the initiation of the procedure to implement the provincial public electric vehicle charging service, subject to public consultation for thirty days (CVE BOP-2026_0_205_8903).

The regulation currently being drafted provides that the Diputació de Lleida will act as the charge point operator (CPO) where it holds the exploitation rights and may sign interoperability agreements with electric mobility service provider companies. The text is framed within Regulation (EU) 2023/1804 on alternative fuels infrastructure and refers pricing to the public price ordinance.

The initial infrastructure of the service consists of the two points at the La Caparrella Complex, which are provincially owned, already installed and legalized.

Impact for municipalities and users

The decision is relevant for the city councils and EMDs (Municipal Decentralized Entities) that will receive the equipment without acquisition costs, but also for electric vehicle drivers in the regions of Lleida, who will see the charging network expanded with equipment paid for entirely with European funds. The process now open is the final window for affected entities and any interested party to lodge appeals before the plenary closes the transfer.
