The Provincial Council authorizes 4.29 million in grants from the Local Cooperation Plan

The Diputació de Lleida has authorized the advance payment of 4,293,137.50 euros to the local entities benefiting from the 2026 Local Cooperation Plan within the scope of the Technical Assistance Service (SAT) and technical assistance. The agreement was approved by Decree 2026/3934, dated October 29, 2026, signed by president Joan Talarn Gilabert, and published in the Official Gazette of the Province of Lleida (BOP) no. 210, dated November 3, 2026 (reference BOP-2026_0_210_9151, pp. 1-6). The advances reach eleven county councils (consells comarcals) in the SAT section, thirteen in the cooperation section, and the Conselh Generau d’Aran.

The payments derive from article seven of the 2026 County Cooperation Plan, which establishes that subsidies shall be made effective through advances and advance payments. The Plan was initially approved at Plenary no. 6/2026, on June 18, 2026, and was submitted for public information for ten days in BOP no. 119, on June 25. The allegations presented were resolved at Plenary no. 08/2026, on September 17, 2026, which definitively approved the Plan, with an edict published in BOP no. 186, on September 30, 2026.

Once the definitive approval was published and the required documentation submitted, the Diputació transferred the amounts to the beneficiaries in Annex 1, who had submitted the declaration of express acceptance within the ten-business-day deadline. The file incorporates the report-proposal from the instructing body dated October 20, 2026, and the Intervention report on the Verification of Basic Requirements, which was favorable with observations, dated October 27, 2026.

Two advance tiers: up to 80% and up to 100%

The resolution distinguishes two limits according to the type of service provided to the municipalities:

• Up to a maximum of 80% of the amount assigned for the technical assistance service for the provision of public functions necessary for local corporations (SAT).
• Up to 100% of the amount assigned for technical assistance and cooperation services (SATU and SAAE).

The first block, charged to budget application 2026 041 943 4650000, totals 2,328,750.00 euros in subsidies and 1,793,137.50 euros in advances. The second, charged to application 2026 041 943 4650001, totals 2,500,000.00 euros and is delivered in full. The deliveries are made as advances to be justified and acquire full firmness when the entities justify the activity and the totality of the subsidized expenditure.

County councils, the main recipients

The highest amounts in the SAT section correspond to the counties with the heaviest secretarial and auditing workloads:

• Consell Comarcal de les Garrigues: 326,025.00 euros in subsidy and 228,217.50 euros as an advance payment (70%).
• Consell Comarcal del Pallars Jussà: 186,300.00 euros and 111,780.00 euros as an advance payment (60%).
• Consell Comarcal de l’Alt Urgell, Noguera, Pallars Sobirà, Segarra i Solsonès: advance payments of 80%, between 130,410.00 and 223,560.00 euros.
• Consell Comarcal del Pla d’Urgell: the lowest subsidy in the block, 46,575.00 euros, with 37,260.00 euros as an advance payment.

Regarding the cooperation and assistance service for municipalities, the amounts range from 267,806.73 euros for the Consell Comarcal del Segrià to 69,380.67 euros for the Consell Comarcal de la Cerdanya, all with 100% advanced.

The Conselh Generau d’Aran waives the SAT portion

The instructing body notes a relevant peculiarity in the list of beneficiaries:

• The Conselh Generau d’Aran has not accepted the subsidy of 69,862.50 euros for the 2026 SAT expenses.
• It does, however, receive 173,047.26 euros for the cooperation and assistance service for the municipalities of the region, advanced at 100%.

The Aranese institution is thus excluded from the first block of Annex 1, which closes with 2,328,750.00 euros in recognized subsidies.

Deadlines, auditing, and appeals

The resolution ends the administrative route and will not be notified individually: it will be published in the BOP and on the website of the Diputació de Lleida. The following may be filed against the agreement:

• A contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Lleida, within a period of two months.
• An optional appeal for reversal before the body that issued it, within a period of one month.

The resolution is based on Article 34 of Law 7/1985, of April 2, regulating the bases of the local regime, in relation to Article 90.3 of Legislative Decree 2/2003, of April 28, and Article 29 of Royal Legislative Decree 781/1986, of April 18.

For the small town councils of the province, the advance payment is the practical way to finance the secretary, the auditor, and the legal or economic assistance that they cannot assume with their own resources. With this authorization, the comarcal councils have the funds before closing the fiscal year and can anticipate the current expenditure of the service without waiting for the final justification of the subsidy.
