La Diputació atorga 17 recursos tècnics per a seguretat local i càmeres

The Governing Board of the Barcelona Provincial Council, in its session on October 8, 2026, approved agreement no. 628/2026 for the granting of technical resources under a competitive bidding process, within the framework of the 2026 Catalogue call of the Local Government Network Cooperation Plan 2024-2027. The act is published in the Official Gazette of the Province of Barcelona (BOPB) on October 19, 2026, with the official reference CVE 202610155212 and file number 2025/0042683. The resolution benefits seventeen city councils and excludes thirty-five other applications from the grant.

The starting point was the Plenary of the Barcelona Provincial Council, which in its session on October 30, 2025, approved the 2026 Catalogue call, relating to the resources included in the 2024-2027 Service Catalogue, and its regulatory framework. According to chapter 10 of this framework, the resources subject to the ruling were to be granted through competitive bidding, once the application deadline had expired and the instruction report with the score for each criterion and sub-criterion had been prepared.

The competence to resolve falls to the Governing Board according to section 2.5.b) of the Recast no. 1/2024 on the competencies and powers of the organs of the Provincial Council other than the Plenary, approved by Decree no. 16308/2023, of December 19, 2023 (BOPB of December 21, 2023). The instruction report was examined and approved by the collegiate body of the Prevention and Security Cabinet, constituted on February 20, 2026. The act is signed by Danae Garcia Manzanares, delegated secretary, on October 9, 2026.

Seventeen grants in two lines of support

The granted resources are divided into two technical actions. The first is the preparation of local security plans, with seven beneficiary city councils and scores ranging from 41.23 to 70.39 points:

  • Sant Fost de Campsentelles City Council: 70.39 points (PMT 202610008246).
  • Tona City Council: 67.78 points (PMT 202510203024).
  • Canovelles City Council: 64.17 points (PMT 202610005558).
  • Sant Adrià del Besòs City Council: 61.00 points (PMT 202610004049).
  • Pallejà City Council: 45.97 points (PMT 202610005798).
  • Torelló City Council: 42.97 points (PMT 202610009559).
  • Tordera City Council: 41.23 points (PMT 202610008095).

The second line is the preparation of the project for the installation of license plate reading cameras, with ten grants obtaining the maximum score of 100 points: Sant Martí Sesgueioles, Sant Martí d’Albars, Fogars de Montclús, Copons, Campins, Pujalt, Argençola, Muntanyola, Bellprat, and Collsuspina. In all cases, the resource is the preparation of the project, and in some municipalities, the specific action includes the installation or the supervision of the implementation of the OCR/ANPR systems.

Execution and reception deadlines of the resource

The agreement establishes that the grant is implicitly accepted by the recipient entity, as it is identical to the request, and that acceptance implies agreement with all execution conditions. The Provincial Council must deliver the resource definitively within a maximum of three months following its delivery by the contractor, and after this delivery, no amendments regarding the resource will be addressed.

The recipient entity must process the standardized document “Reception of plans, projects and reports” within a maximum period of one month from reception; once this period has elapsed without its presentation, the work is understood to be tacitly received. Since the support is provided through external contracting, the final amount of the grant is determined by the award amount or the liquidation amount, if it has varied.

Twenty-nine requests on the reserve list

The agreement rejects 29 requests for the license plate reading camera line due to lack of resources, all of which met the administrative and technical requirements but had the lowest ratings once available resources were exhausted. These requests are added to a reserve list to be considered if additional resources become available later, as provided for in the call’s regulations.

Among the affected municipalities are Castell de l’Areny, Sant Sadurní d’Osormort, Tavertet, Santa Maria de Miralles, Castellar del Riu, Sora, Rubió, Alpens, Marganell, Orís, Santa Fe del Penedès, Borredà, Vilada, Prats de Rei, Sant Boi de Lluçanès, Sant Mateu de Bages, Guardiola de Berguedà, Vilobí del Penedès, Olost, Santa Eulàlia de Riuprimer, Cabrera d’Anoia, Avinyonet del Penedès, Olesa de Bonesvalls, Castellví de Rosanes, Avià, Sant Pere de Riudebitlles, Sant Pere de Torelló, Torrelles de Foix and Balsareny.

Six requests excluded for failing to meet requirements

A third group, consisting of six requests, is rejected for failure to meet the requirements. In two cases of local security plans, the minimum score of 20 points required to access the resource was not achieved: Sant Fruitós de Bages (16.91 points) and Premià de Mar (15.82 points). In the remaining four —Torrelles de Foix, Gironella, Sant Salvador de Guardiola and Vallromanes— the reason is that they are municipalities without a local police force.

The publication of the act in the BOPB replaces the notification and produces the same effects, in application of article 45.1 of Law 39/2015, of October 1, on the common administrative procedure of public administrations, as these are acts forming part of a competitive bidding process. For the beneficiary city councils, the resolution establishes the schedule for the delivery and receipt of the works; for those excluded, it opens the way to the reserve list and, in cases of missing requirements, the way to the internal review of their applications.
