The Provincial Council approves the improvement of two kilometers of the GIV-5411

The Plenary of the Diputació de Girona initially approved, in the ordinary session of October 20, 2026, the construction project for the improvement of the GIV-5411 road between Coll de Revell and Sant Hilari Sacalm, with a budget of 2,077,348.23 euros, VAT included. The agreement is published in the Official Gazette of the Province of Girona no. 211, of November 3, 2026 (edict 9322, CVE BOP-2026_0_211_9322), which opens a period of 30 business days to submit claims and allegations. The same issue of the gazette submits for public information the list of owners, assets, and rights affected by the expropriations necessary in Arbúcies (edict 9353, CVE BOP-2026_0_211_9353).

A 2,070-meter stretch between the C-25 and Sant Hilari

The project acts on the section of the GIV-5411 between kilometer points 0+150 and 2+220, that is, 2,070 meters of road —just over two kilometers— connecting Coll de Revell, where the road links with the C-25 transverse axis, and the center of Sant Hilari Sacalm.

The work is tendered with a budget of 2,077,348.23 euros, VAT included, according to the agreement of the provincial plenary. The announcement published in the official gazette is signed by the president of the corporation, Miquel Noguer i Planas.

The construction project can be consulted online throughout the public information period, in the services area of the Diputació de Girona website specifically dedicated to this improvement.

Thirty business days to file allegations

The submission for public information is carried out in accordance with article 235-2c of Legislative Decree 2/2003, of April 28, which approves the revised text of the Municipal and Local Regime Law of Catalonia. The terms and effects are as follows:

• Term: 30 business days from the publication of the announcement in the gazette.
• Purpose: to formulate claims and/or allegations regarding the construction project.
• Legal effect: if no claim or allegation is submitted, the initial approval will become final without the need for a new express agreement.
• Consultation: the project can be examined at the link enabled by the Diputació de Girona throughout the process.

Ten thousand square meters to be expropriated in Arbúcies

The individualized list of owners, assets, and affected rights includes three rural properties from polygon 19 of the municipality of Arbúcies, all of them affected by road expropriation:

• Coll de Ravell SA (NIF A17143389), plot 7: 592.12 m² of expropriation and zero square meters of temporary occupation.
• Pitanca SA (NIF A58397431), plot 6: 3,445.98 m² of expropriation and 249.42 m² of temporary occupation, the only property with temporary affectation.
• Premium Mix Group SLU (NIF B59162701), plot 3: 6,911.98 m² of expropriation, the largest area of the three.

In total, the project requires 10,950.08 square meters of definitive expropriation and 249.42 square meters of temporary occupation in Arbúcies.

Fifteen business days to correct errors in the list

The list of affected assets and rights is subject to public information for a period of 15 business days, counted from the last publication in the Official Gazette of the Province of Girona or in a newspaper of wider circulation. The allegations submitted shall be limited to correcting possible errors made in the list, in accordance with articles 17, 18, and 19 of the Law of December 16, 1954, on compulsory expropriation and articles 16, 17, and 18 of the Regulation of April 26, 1957.

The procedure bears the file number 2026/10659 and the expropriation annex of the project can be consulted at the same link as the rest of the technical documentation.

The news has a regional scope: the GIV-5411 is the direct access road to the center of Sant Hilari Sacalm from the C-25, so the conditioning affects the daily mobility of the Vall d’Hostoles and les Guilleries and opens the door to an expropriation process with its own deadlines that the affected owners must monitor separately from the general project procedure.
