The Sustainable Development Delegation publishes 43 sanctioning proceedings in Ciudad Real

The Provincial Delegation of Sustainable Development of Ciudad Real has ordered the publication of 43 sanctioning proceedings processed in the province, after personal notification at the last known address of the interested parties proved unsuccessful. The resolution, dated September 11, 2026, and signed by the provincial delegate Agustín Espinosa Romero, appears in the Official Gazette of Castilla-La Mancha (DOCM) no. 180, of September 18, 2026, with the official reference 2026/6617.

The announcement is based on articles 44 and 46 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations (Official State Gazette no. 236, of October 2, 2015), which authorize the substitution of personal notification with insertion in official gazettes when the former cannot be carried out. The text is published simultaneously in the DOCM and the BOE.

The act emanates from the Ministry of Sustainable Development of the Regional Government of Castilla-La Mancha and adds to the series of notifications of sanctioning proceedings that the provincial delegations of the sector have been publishing in recent weeks. Annex I identifies each interested party by their NIF and details the content of the act being notified.

What is being notified: 43 proceedings and six types of acts

The list in Annex I groups the proceedings according to the administrative act issued:

• 15 sanctioning resolutions, all from proceedings initiated in 2025.
• 18 early payment resolutions.
• 6 initiation agreements for new sanctioning procedures.
• 1 revocation resolution, corresponding to proceeding SANCI/24/231101/000013 CN.
• 1 expiration resolution, in proceeding SANCI/25/231101/000068 RD.
• 2 coercive fine execution acts, in proceedings 13MP220113 (second fine) and 13MP220040 (warning).

Proceedings and affected parties

The procedures are identified by the code SANCI followed by the year of initiation and the proceeding number, and affect both natural and legal persons:

• SANCI/25/231101/000227 CZ, SANCI/25/231101/000229 CZ, and SANCI/25/231101/000309 CZ, with sanctioning resolutions.
• SANCI/25/231101/000409 CZ, SANCI/25/231101/000458 CZ, and SANCI/25/231101/000459 CZ, three sanctioning proceedings corresponding to the same interested party.
• SANCI/25/231101/000862 CZ and SANCI/25/231101/000912 CZ, with early payment resolutions, in which the interested party is a legal entity.
• SANCI/26/231101/000210 VP, initiation agreement for the 2026 fiscal year.

Ten business day period to access the full text

Interested parties may review the full content of the resolutions at the offices of the Provincial Delegation of Sustainable Development of Ciudad Real, from 9 a.m. to 2 p.m., during the 10 business days following the publication of the announcement. Publication in the bulletin shall have the effect of personal notification for all legal purposes.

The dissemination of these 43 files closes the route for individual notification and begins the countdown of deadlines for those affected, who from now on may only react—via allegations, payment, or appeals—within the published timeframe. For the rest of the citizenry, the announcement serves as a record of the sanctioning activity of the Ministry of Sustainable Development in the province of Ciudad Real and the volume of files for which no recipient could be located.
