The Regional Ministry extinguishes the authorization of the Chispitas children's center in Mislata

The Department of Education, Culture and Universities has agreed to the extinction of the authorization, due to cessation of activities, of the private first-cycle Early Childhood Education center Chispitas, in Mislata (Valencia). The decision is formalized through Order 22/2026, of August 27, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10447, of September 9, 2026, in section III, authorizations and concessions section.

The extinction occurs at the request of the center’s own ownership, which submitted the request for cessation of activities on July 31, 2026. The order will have academic effects starting from the 2026-2027 school year and will lead to the corresponding deregistration entries in the Registry of Teaching Centers of the Comunitat Valenciana.

Regulatory Framework

The competence to issue the order corresponds to the Department of Education, Culture and Universities, in accordance with Article 16 of Royal Decree 332/1992, of April 3, regarding authorizations for private teaching centers to provide non-university general regime education, and Article 4 of Decree 68/2026, of May 4, of the Consell, which approves the Organic and Functional Regulations of the Department.

Article 16.2 of Royal Decree 332/1992 establishes that the extinction of a teaching center due to cessation of activities may be agreed upon at the request of the center’s owner, a condition that is met in this case as the request was submitted on the indicated date.

Appeals against the resolution

Against the order, which exhausts administrative remedies, the following appeals may be filed, in accordance with Law 39/2015, of October 1, on the common administrative procedure, and Law 29/1998, of July 13, regulating contentious-administrative jurisdiction:

• Optional appeal for reversal (recurso potestativo de reposición), before the body that issued the act, within one month from the day following its notification.
• Contentious-administrative appeal, before the High Court of Justice of the Comunitat Valenciana, within two months from the day following its notification.

The extinction of the authorization for the Chispitas center entails the definitive closure of its educational activity, which directly affects the families using the center in Mislata, who must relocate the minors to other first-cycle Early Childhood Education centers in the area starting next school year.
