The Department of Enterprise grants 423,881 euros to 27 SMEs for exporting

The Department of Enterprise, Freelancers and Energy has granted 423,881.51 euros to 27 freelancers and SMEs in the Balearic industrial sector to compensate for the weight of transport costs for exporting goods originating in the Balearic Islands, an additional cost aggravated by the effects of the war in the Middle East. The measure is detailed in Resolution 9125, signed in Palma on August 28, 2026, and published in the Official Gazette of the Balearic Islands (BOIB) no. 114, dated September 12, 2026, within section III (p. 49375).

The resolution, issued upon the final proposal of the Director General of Industry and Industrial Estates, Alfons Gómez Rosselló, by delegation of the regional minister, closes the procedure for the public call for grants approved by the Minister’s Resolution of May 28, 2026, published in BOIB no. 68 on May 30. The provisional proposal was published in BOIB no. 96 on August 1, 2026, and no allegations were presented during the ten-business-day period.

Purpose and scope of the aid

The aid is intended to compensate for the cost of transporting goods exported from the Balearic Islands, a competitiveness factor for the archipelago’s industrial fabric. The grant is charged to budget item 19401 723AOM 47000 00 of the general budgets of the Autonomous Community for the year 2025, extended for 2026, and payment is processed via bank transfer.

• Total amount granted: 423,881.51 euros.
• Beneficiaries: 27 freelancers and SMEs from the Balearic industrial sector.
• Invoicing and payment period for investments: from February 28, 2026, to December 31, 2026.
• Justification deadline: ends on February 1, 2027.

Requirements and legal regime

The files were favorably examined by the Technical Grants Service of the Directorate General of Industry and Industrial Estates on July 21, 2026. Beneficiaries had to meet, among others, the following requirements:

• Possess the corresponding economic activities tax (IAE).
• Be registered in the Integrated Industrial Registry.
• Be up to date with tax obligations to Social Security and the state and regional administrations.
• Not exceed 300,000 euros in aid subject to the de minimis rule during the previous three years.

The aid is governed by the de minimis aid rule, in accordance with Article 3 of Regulation (EU) no. 1407/2013, amended by Regulation (EU) 2023/2831, which sets the limit of 300,000 euros per company over a three-year period. The regulatory framework includes Law 4/2017 on industry of the Balearic Islands, the Recast Text of the Grants Law (Legislative Decree 2/2005), and the Order of regulatory bases regarding industry.

Appeals and impact

Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the Minister of Business, Self-Employed and Energy within one month, or a contentious-administrative appeal may be filed before the Contentious Chamber of the High Court of Justice of the Balearic Islands within two months.

The measure represents direct relief for the industrial companies of the archipelago, which have seen their exports become more expensive due to the crisis in the Near East. With this injection of nearly half a million euros, the Balearic Government aims to preserve the competitiveness of a strategic sector and ensure that the self-employed and SMEs can maintain their foreign markets in an adverse geopolitical context.
