The Ministry of Housing expands its contracting plan with 270 homes

The Regional Ministry of Territorial Planning, Urbanism, Housing and Citizens’ Rights of the Principality of Asturias has approved the first modification of its Annual Procurement Plan for the year 2026. The resolution, signed on August 17, 2026, in Oviedo, incorporates four new public housing contracts and is published in the Official Gazette of the Principality of Asturias (BOPA) number 166, dated August 27, 2026, under code 2026-06978.
The original plan was approved by Resolution of March 10, 2026, and was made public via the Ministry’s contractor profile on the Public Sector Procurement Platform, and on the transparency portal of the Administration of the Principality. The modification is based on Article 28.4 of Law 9/2017, of November 8, on Public Sector Contracts, which requires public sector entities to program and announce their contractual activity in advance.
A guiding program
The resolution itself emphasizes that the plan is guiding and non-binding in nature; therefore, it is considered necessary to incorporate the contracts intended to be tendered in 2026 that were not detailed in the initial approval due to omissions or new needs. The objective is to allow interested economic operators to plan their activity based on the Ministry’s tender forecasts.
The modification is adopted using the powers attributed to the Ministry as the contracting authority, in accordance with Article 37 of Law 2/1995, of March 13, on the legal regime of the Administration of the Principality of Asturias. The changes affect the General Directorate of Housing, according to the annex accompanying the resolution.
New public housing contracts
The annex incorporates four contracts, three of which are mixed-work contracts for the construction of public promotion housing in Oviedo, and one service contract for affordable rental endowment apartments:
- Project design and execution of building works for 120 public housing units in Las Campas-Paniceres, Oviedo, plot P3 (CPV 45211340-4), open procedure, estimated value of €28,254,937.64, term of 28 months, subject to harmonized regulation (SARA).
- Project design and execution of building works for 75 public housing units in Las Campas-Paniceres, Oviedo, plot P4 (CPV 45211340-4), open procedure, estimated value of €18,357,663.41, term of 24 months, SARA.
- Project design and execution of building works for 75 public housing units in Las Campas-Paniceres, Oviedo, plot P5 (CPV 45211340-4), open procedure, estimated value of €18,357,663.41, term of 24 months, SARA.
- Basic and executive project design for the construction of affordable rental apartments in La Malatería (CPV 71240000-2), negotiated procedure without publication, estimated value of €151,525.58, term of 4 months, SARA.
Figures and deadlines
Together, the three Las Campas-Paniceres projects total 270 public housing units in Oviedo, with an aggregate estimated value of €65,121,790.04 for the four contracts combined. Execution terms range from 4 months for the services contract to 28 months for the largest building project.
All contracts are subject to harmonized regulation (SARA), meaning that their bidding process must comply with the procedures and deadlines provided for in the public sector contract regulations for high-value contracts.
Publication and scope
The resolution mandates its publication in the Department’s contractor profile, on the Public Sector Procurement Platform, on the transparency portal of the Administration of the Principality, and in the Official Gazette of the Principality of Asturias. The entry into force of the modification allows bidding companies and public sector suppliers to know in advance the business opportunities planned for the remainder of the fiscal year.
For construction and technical services companies, this first modification of the plan represents a significant window of opportunity in the field of Asturian public housing, with high-volume contracts concentrated in the municipality of Oviedo and an additional services contract in La Malatería.
