The Department of Deregulation appoints three high-ranking secretaries

The Department of Deregulation, Family, and Social Aid of the Regional Government of Castilla y León has resolved the public call to fill, through the system of free appointment, three senior secretary positions based in Valladolid. The decision is formalized in Order DES/831/2026, dated August 26, published in the Official Gazette of Castilla y León number 168, dated August 31, 2026, and signed by the regional minister Carlos Pollán Fernández.

In the same edition, Order DES/832/2026, also dated August 26, provides for the resignation at own request of a senior secretary, thanking her for the services rendered. Both movements are recorded in the Appointments, Situations, and Incidents section of the regional gazette.

Three appointments by free designation

The call was announced via Order DES/677/2026, dated July 22, published in BOCYL number 143, dated July 27, 2026. After examining the reports from the heads of the bodies to which the positions are attached, the Department has awarded the posts to the civil servants who, among those who applied, possess the most suitable merits and capabilities. Those appointed must vacate their previous post and take office within the regulatory period.

The awarded positions are as follows:

  • Elena Pérez Luengo — Senior Secretary Type 1, position code 61237, level 18, in the Department of Deregulation, Family, and Social Aid.
  • Cristina Fuentes Lázaro — Senior Secretary Type 2, position code 61242, level 18, in the General Secretariat.
  • Sheila Vicente Cabañeros — Senior Secretary Type 2, position code 61268, level 18, in the Youth Institute.

The three positions correspond to groups C1 and C2, with specific supplement 06 or 07, administration A5, and the location of Valladolid.

Resignation at own request

Order DES/832/2026 provides for the cessation of Mª Isabel Monedero Piñero as Senior Secretary in the General Directorate of Family, of the Vice-Department of Family and Social Aid, with RPT code 61279. The cessation occurs at her own request, and the order expresses gratitude for the services provided by the civil servant.

Regulatory framework and appeals

The orders are issued using the powers conferred by article 26.1g) of Law 3/2001, of July 3, on the Government and Administration of Castilla y León, and in accordance with articles 48 and 51 of Law 7/2005, of May 24, on the Civil Service of Castilla y León. Against Order DES/831/2026, which exhausts administrative remedies, a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Valladolid within two months, or an optional appeal for reversal may be filed before the regional minister within one month.

These executive personnel movements reflect the renewal of the regional administration’s support teams during a period of reorganization of the Department of Deregulation, and directly affect the management of family services and social aid in the community.
