The Ebro Hydrographic Confederation expropriates estates for the San Pedro Manrique dam

The Ebro Hydrographic Confederation has summoned the owners of the assets and rights affected by the expropriation procedure derived from the execution of the “Project for the completion of the dam works for the water supply of the San Pedro Manrique region (SO/Oncala)” (key 09.124-004/2111) for the drawing up of the minutes prior to occupation and, if applicable, of definitive occupation. The act will take place in the municipality of Oncala (Soria) on September 30, 2026, from 11:00 to 14:30 hours.
The summons is published in the Official Gazette of the Province of Soria number 101, dated August 31, 2026 (pages 3018 to 3020), and will be notified individually to those affected, in addition to through announcements in the Official State Gazette and in a local newspaper.
Legal framework and background
The expropriation action is framed within the dam project approved by the resolution of October 14, 2016, of the General Directorate of Water of the then Ministry of Environment (“Dam Project 03/02 for the water supply of the San Pedro Manrique region and addenda 05/12 and 01/13”). The project for the completion of the works was technically approved on August 4, 2025.
The affected work is the “Execution of the medium-voltage overhead line and private transformation center of 50 KVA for electrical supply to the dam control building”, declared of public utility under article 52.1 of Law 54/1997, of November 27, on the Electricity Sector. Furthermore, article 36.5 of Law 10/2001, of July 5, on the National Hydrological Plan declares the “Regulation of the Linares River” to be of general interest, included in Annex II for the Ebro Basin, which also encompasses the public utility of its electrical supply.

The specific and individualized list of assets and rights affected in the municipal district of Oncala comprises five estates, with their cadastral references and areas of expropriation and easement:

How to participate and file objections
Affected parties or their proxies must attend the act in person, provided with their National Identity Document and documentation proving ownership or power of attorney, and may be accompanied by experts and a notary at their own expense. The representative and the expert from the Administration, as well as the mayor of the municipality or the councilor to whom they delegate, shall attend without fail.
Until the minutes are drawn up, interested parties may submit in writing to the Ebro Hydrographic Confederation (Paseo de Sagasta, 24-28, Zaragoza) or through the Mayor’s Office of Oncala, the appropriate objections to correct possible errors in the list of affected assets, in accordance with Article 56 of the Compulsory Expropriation Regulations. The procedure documentation, including parcel maps and the list of assets, can be consulted on the Confederation’s website (https://www.chebro.es/anuncios) and in Annex No. 12 “Electrification” of the project.
The announcement was signed in Zaragoza on July 29, 2026, by the president of the Ebro Hydrographic Confederation, Carlos Arrazola Martínez, by delegation of the Minister for the Ecological Transition and the Demographic Challenge (Order TED/544/2026, of May 28).
