The Duero Confederation tenders the security of the Barrios de Luna dam for 6.85 million

The Duero Hydrographic Confederation, O.A. has put out to tender, for 6,849,845.72 euros, the works for the replacement of the spillway taintor gates, the complete overhaul of the intermediate intakes, and the replacement of the bottom outlets of the Barrios de Luna dam (León). The announcement is published in the Official State Gazette (Boletín Oficial del Estado) number 270, dated October 30, 2026, section V-A on public sector procurement, with the reference BOE-B-2026-35448. The tender is completed by a second technical assistance contract for the monitoring and control of these same works, endowed with 460,706.08 euros (BOE-B-2026-35447).

Two contracts for a single intervention

The basin organization, which reports to the Ministry for the Ecological Transition and the Demographic Challenge, is processing the work and its technical supervision in parallel. The file for the material action is 452-A.611.09.03/2025, while that for the technical assistance is 452-A.611.09.04/2025.

• Work (BOE-B-2026-35448): estimated value of 6,849,845.72 euros, execution period of 24 months, and CPV code 45240000 (construction work for hydraulic projects).
• Technical assistance (BOE-B-2026-35447): estimated value of 460,706.08 euros, period of 26 months, and CPV code 71311100 (civil engineering assistance services).
• Both contracts are awarded via an open procedure and are eligible for financing with ERDF funds.
• The main place of execution is the province of León (NUTS code ES413).

The technical assistance includes environmental considerations among the contract execution conditions, according to section 26.1 of the specifications’ characteristics table.

Deadlines and award criteria

The schedules for the two procedures are different and should not be confused. For the technical assistance, bids are accepted until 1:00 PM on November 20, 2026; for the work, the deadline closes at 11:00 AM on November 23, 2026.

In both cases, the opening of the administrative envelope and the technical bid is set for November 25, 2026, at 09:00, and that of the economic bid for December 16, 2026, at 09:00, electronically via the Public Sector Procurement Platform (PLACSP) and Teams from the organization’s headquarters at calle Muro, 5, Valladolid.

The award criteria distribute the weight between formulas and value judgments: 51% for criteria evaluable by formulas and 49% for value judgments for the work; for the technical assistance, the technical proposal also weighs 49% against 51% for automatic criteria. For the work, classification E7-5 in hydraulic works without specific qualification is required. Bidders are obliged to maintain their offer for one year.

Processing and background

The notices were submitted to the Official Journal of the European Union on October 14 and 20, 2026, respectively, and reach the BOE with signing dates of October 15 and 20. Both are signed by the president of the organization, Mª Jesús Lafuente Molinero. The submission of bids, invoicing, and payment will be carried out electronically, and bids must be written in Spanish.

The Barrios de Luna dam is the regulating element of the Órbigo exploitation system: downstream, 17 kilometers away, is the Selga de Ordás reservoir, from which the Órbigo Main Canal departs, supplying the city of León and the irrigable areas of the region, including that of the Villadangos canal, whose comprehensive modernization—5,938 hectares—has had an environmental impact statement since February 2026 (Resolution of February 17, 2026, BOE-A-2026-5202).

Impact

The intervention affects the drainage organs and the spillway of a critical security infrastructure for irrigation and water supply in the province of León, and comes with an execution period of two years and European financing. The deadline for submitting bids for the work, barely three weeks from publication, sets the immediate calendar for the hydraulic works sector in the basin.
