La Comunidad subvenciona con 1,28 millones los residuos de Valle Norte

The Community of Madrid has granted a nominative subsidy of 1,278,337.21 euros to the Mancomunidad de Servicios Valle Norte del Lozoya to finance the collection and transport of household waste and household rubble from its municipalities during 2026. The agreement was signed on September 10, 2026, and is published in the BOCM no. 242, of October 10, 2026, within section I.D) Announcements (reference BOCM-20261010-2).

The agreement was signed by the Technical Secretary General of the Ministry of Environment, Agriculture and Interior, Manuel Miguel Beceiro Garat, by delegation of the regional minister (Order 984/2024, of March 15), and the president of the mancomunidad, Eva María Gallego Berzal. The aid is implemented in accordance with the General Subsidies Law 38/2003, of November 17, and the Subsidies Law of the Community of Madrid 2/1995, of March 8, and is included in the Ministry’s Strategic Subsidy Plan.

The reference framework is the Circular Economy Strategy of the Community of Madrid 2025-2032, approved by agreement of the Governing Council on December 23, 2025, which finances the collection and transport of household waste according to the population size of each municipality. The mancomunidad was established on June 20, 2005, is registered in the Registry of Local Entities under number 0528049, and provides services to 45 municipalities, of which 22 are full members.

Financing by population brackets

The regional contribution is calculated using the INE municipal census data as of January 1, 2025, totaling 45,796 inhabitants within the scope of the agreement, and based on the quotas of the mancomunidad’s current tax ordinance:

  • Municipalities of up to 1,000 inhabitants: 100% of the service cost.
  • Municipalities of 1,001 to 2,500 inhabitants: 70% of the cost.
  • Municipalities of more than 2,500 inhabitants: 0%.

The reference quotas are 57.10 euros per inhabitant for the collection and transport of household waste and 15.16 euros per inhabitant for household rubble. The calculation annex breaks down 1,010,144.68 euros for household waste and 268,192.53 euros for rubble, totaling 1,278,337.21 euros.

Payments, validity, and justification

The agreement is valid from its signing until February 28, 2027, and is paid from budget item 46313 “Mancomunidad de Servicios Valle Norte del Lozoya”, of program 456-N of the 2026 Expenditure Budget. The payment is structured as follows:

  • A payment for services already provided and justified as of the date of signing.
  • An advance of 50% of the amount pending justification, credited before November 30, 2026.
  • A second advance of the remaining 50%, once the first has been justified.
  • The final settlement, within the first two months of the following fiscal year.

Payments are deposited into the account of Eurocaja Rural, Sociedad Cooperativa de Crédito (IBAN ES55 3081 0280 1350 0086 7768) and the justification is submitted to the Secretary-Interventor of the association of municipalities, by means of a certificate stating the actual tons collected.

Control and monitoring

A Monitoring Commission is created, chaired by the head of the General Directorate of Energy Transition and Circular Economy, composed of three members from that management center and two appointed by the association of municipalities; its functions are informative, coordination, and monitoring. The grant is incompatible with other public or private aid whose final objective is the management of domestic waste, and non-compliance may lead to the loss of the right to payment or the reimbursement of the amounts received. Due to its amount, the agreement must be referred to the Court of Auditors of the Community of Madrid.

For the residents of the northern mountains, the agreement establishes which part of the service cost is assumed by the Community and which part continues to fall under municipal taxes: municipalities with more than 2,500 inhabitants—such as Bustarviejo, La Cabrera, Pedrezuela, Talamanca de Jarama, Torrelaguna, and Venturada—are excluded from regional funding and face collection with their own income, while the smaller ones have the service fully or partially covered.
