The Community resolves the selection process for the Legal Counsel Corps

The General Directorate of Public Service of the Community of Madrid has resolved the selection process for entry, via the general open access system, into the Corps of Legal Counsel, Special Administration, Group A, Subgroup A1. The resolution, signed on August 31, 2026, is published in the Official Gazette of the Community of Madrid number 216, of September 10, 2026, and declares the process passed for the individuals included in the definitive list attached as an annex.

Framework of the call

The selection tests were convened by Order 1311/2025, of June 2, of the Ministry of Economy, Finance and Employment, published in BOCM number 146, of June 20, 2025. In accordance with the tenth clause of said order, the Qualifying Tribunal, the collegiate body responsible for the development and grading of the tests, submitted the definitive list of successful candidates, upon which the General Directorate of Public Service now issues the resolution encompassing it.

The definitive list includes a total of six candidates, all from the open quota shift, who have passed the various phases of the selection process.

Documentation and request for destinations

The selected individuals will have a period of ten business days, counted from the day following the publication of the resolution in the BOCM, to present the documentation required in the first section of the third clause of Order 1311/2025 and, by express reference, in the sixth clause of Order 290/2018, of June 27, which approves the general bases of the selection processes for civil service personnel of the Community of Madrid. The documentation must be addressed to the General Directorate of Human Resources of the Ministry of Economy, Finance and Employment.

• A) Copy of the National Identity Document.
• B) Copy of the Law Degree (Licenciatura or Grado en Derecho), or academic certification proving the completion of the studies, together with accreditation of payment of the corresponding fee.
• C) Sworn statement or promise of not having been dismissed through disciplinary proceedings from any Public Administration nor being disqualified from public employment or positions.
• D) Request for destinations according to the order obtained in the process and the list of offered job positions.

The documentation shall be submitted electronically using the standardized form “Submission of documentation to acquire the status of career civil servant,” available at the Electronic Office of the Community of Madrid, with a recognized or qualified electronic signature. The list of offered positions will be provided by the General Directorate of Human Resources and will be available, for informational purposes, on the employment website of the Community.

Effects and appeals

In accordance with the fourteenth clause of Order 290/2018, those who do not prove compliance with the requirements within the deadline, or from whose examination it is deduced that they lack any of them, shall lose the right to be appointed as career civil servants and their proceedings shall be annulled, without prejudice to liability for falsehood in the initial application. An administrative appeal (recurso de alzada) may be filed against the resolution, which does not end the administrative route, before the Vice-Ministry of Finance and Public Function within one month of its publication.

The resolution is signed, by delegation of signature, by the Deputy Director General of Staff Planning and Selection, Elisa Isabel Moreno Bernis.

Relevance of the news

This resolution concludes a selection process initiated in June 2025 to provide new lawyers for the regional Administration service, an A1 level body key for legal advice and the defense of the interests of the Community of Madrid. The publication now opens the final appointment phase, in which the six candidates must formalize their documentation and choose a destination to join as career civil servants.
