The Community tenders the 2027 electoral logistics for 644,698 euros

The Community of Madrid has put out to tender the handling and loading service of physical elements necessary for the development of the electoral process for the 2027 Assembly of Madrid elections, with a base budget of 644,698.54 euros. The operation is decided by the Ministry of Presidency, Justice and Local Administration through a resolution of its Technical General Secretariat dated September 7, 2026, published in the BOCM no. 221, of September 16, 2026, section I.D, pages 250-252 (reference BOCM-20260916-41). Interested companies have until September 23, 2026, to submit their bids.

A 68-day contract tied to the electoral calendar

The file, processed under reference A/SER-010780/2026, anticipates the calendar for the trip to the polls: the provision extends for 68 days and begins on March 23, 2027, or the day following the formalization of the contract if this occurs later. The announcement is also published in the “contractor profile” of the Public Procurement Portal of the Community of Madrid.

The contracting authority is the ministry itself, with NIF S-7800001E, and the processing unit is the Sub-directorate General for Economic-Administrative Management, located at calle Carretas, no. 4, fifth floor, 28012 Madrid. The contract is classified as a general public services service, with NUTS code ES30 and execution in the Community of Madrid (ES300).

• CPV Codes: 63110000-3 (cargo handling service) and 63111000-0 (container loading and unloading service).
• Contract type: services, without division into lots and without admission of variants.
• Procedure: open, with ordinary processing.
• No framework agreement, dynamic purchasing system, or electronic auction applies.
• The contract is not linked to European Union funds.

Figures, criteria, and bidding deadlines

The estimated value of the contract coincides with the base tender budget: 532,808.71 net euros, to which 111,889.83 euros of VAT are added, for a total of 644,698.54 euros. The award will be resolved using a plurality of criteria: price is weighted up to 60 points and qualitative criteria up to 40.

The deadline for receiving bids ends on September 23, 2026, and submission is carried out exclusively by electronic means through the Public Procurement Portal of the Community of Madrid. Bidders are obliged to maintain their offer for two months. The opening of the economic offer and the criteria evaluable by formulas is set for October 1, 2026, at 10:00 AM, in a non-public act whose result will be communicated through the publication of the minutes on the portal.

Proposals shall be submitted in two envelopes: No. 1 containing the administrative documentation and No. 2 containing the economic proposal and the documentation relating to the criteria evaluable by formulas. Electronic submission of bids and electronic invoicing are permitted, and bids must be written in Spanish.

Prior notice in the European Union and appeal process

The contract does not come as a surprise. The prior notice was published in the “Official Journal of the European Union” on May 27, 2026 (reference 359100-2026), in the BOCM on June 3, 2026, and on the contractor profile on May 27, 2026. The submission of the notice to the European journal took place on September 7, 2026, the same day the resolution was signed by the technical general secretary, Lourdes Ríos Zaldívar.

A special appeal in procurement matters may be filed against the tender before the Administrative Tribunal for Public Procurement of the Community of Madrid, located at calle Manuel Silvela, No. 15, sixth floor, 28010 Madrid, within a period of 15 business days. A contentious-administrative appeal may also be filed before the Contentious-Administrative Chamber of the High Court of Justice of Madrid, at calle General Castaños, No. 1, 28001 Madrid, within a period of two months.

The tender opens up a business for logistics companies linked to an electoral process whose date has not yet been formally called, but whose material setup already has dates and a budget. The deadline for submitting bids, barely one week from the publication in the BOCM, leaves little room for operators who did not follow the prior notice in May.
