The Community tenders residential care for aging intellectual disability

The Regional Ministry of Family, Youth and Social Affairs of the Community of Madrid has announced the tender for the Framework Agreement for “Residential care with day care for adults with intellectual disabilities in a process of premature aging.” The call is published via Resolution of September 7, 2026, by the Technical General Secretariat in the Official Gazette of the Community of Madrid number 219, dated September 14, 2026 (reference BOCM-20260914-32).

The contract, a service-type contract, has an estimated value of 164,721,906.00 euros and a validity of four years from its formalization. The awarded places, once agreed upon through the derived contracts, will be integrated into the Public Network of Care Centers for adults with disabilities, under the General Directorate with competencies in the matter.

Object and scope of the Framework Agreement

The agreement determines the conditions of the residential care services with day care contracts, defined in the Technical Specifications Document, and establishes the procedure for their provision through based contracts. Execution will take place in the province of Madrid (code ES300), without division into lots.

Procedure and award criteria

The processing is ordinary and the procedure is open, with electronic bidding through the Licit@ System on the Public Procurement Portal of the Community of Madrid. The award will be based on a plurality of criteria, without electronic auction or admission of variants.

• Economic offer: up to 49 points
• Criteria automatically evaluable by formulas: up to 51 points

Documentation shall be submitted in two envelopes: number 1, containing administrative documentation, and number 2, containing the economic proposal and the automatically valued documentation. Offers must be written in Spanish.

Deadlines and opening of offers

Offers may be submitted until October 9, 2026. The opening of the envelopes containing the economic offer and the automatically valued documentation will take place at 10:00 AM on October 28, 2026, via videoconference using Microsoft Teams; interested parties must identify themselves at least 48 hours in advance at contratacion@madrid.org.

The announcement was sent to the Official Journal of the European Union on September 7, 2026. The agreement is subject to a special appeal in procurement matters, the resolution of which corresponds to the Administrative Tribunal for Public Procurement of the Community of Madrid. The resolution is signed by the Head of the Procurement Division, Antonio Benito Martínez, acting under delegated signing authority.

Social relevance of the contract

This Framework Agreement has a significant social impact, as it guarantees residential places with day care for an especially vulnerable group: adults with intellectual disabilities who experience premature aging. The integration of these places into the public network of centers ensures continuity of care and opens the door to the participation of third-sector entities, which must prove economic, technical, and professional solvency to qualify for a contract exceeding 164 million euros.
