The Community formalizes six nursery schools for 10.4 million euros

The Regional Ministry of Education, Science and Universities of the Community of Madrid has formalized the contract for the management of six preschools under the 2-3-3 program for a total amount of 10,395,811.80 euros, exempt from VAT. The Resolution of September 2, 2026, signed by the technical general secretary Joaquín Rubio Agenjo, orders the publication of the formalization and appears in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 222, of September 17, 2026, section I.D (Announcements), pages 59 and 60, with reference BOCM-20260917-21.

A contract divided into six lots

The file, processed by the Technical General Secretariat under number A/SER-012784/2026 (322A-013-26), was tendered via an open procedure and ordinary processing under the description “Service for the management of the 2-3-3 Preschools, divided into six lots.” The tender notice was published in the “Official Journal of the European Union” on May 15, 2026, in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID on May 27, 2026, and in the Contractor Profile on May 14, 2026. The estimated value of the contract amounts to 23,544,032.16 euros in total, 3,924,005.36 euros per lot, and the base tender budget was set at 1,732,635.30 euros for each of the six lots. The CPV nomenclature is 80110000-8, preschool education services.

The six centers that make up the contract are:

• Lot 1: Casiopea.
• Lot 2: Santa Madre Maravillas.
• Lot 3: Rocío Jurado.
• Lot 4: El Tren de la Fresa.
• Lot 5: Arce.
• Lot 6: Cancionero.

Awardees and schedule

The award was agreed upon on August 3, 2026, and the formalization was staggered throughout that same month. The selected companies and entities, by lot, are:

• Lot 1: Zahir Infancia, S. L., formalized on August 28, 2026.
• Lots 2, 3, and 4: Hadaluna Gestión Educativa, S. L., formalized on August 26, 2026.
• Lot 5: Nuevo Equipo Sociedad Cooperativa, formalized on August 27, 2026.
• Lot 6: Paloma Barrios Martín, S. L., formalized on August 27, 2026.

Each lot was awarded for 1,732,635.30 euros, exempt from VAT, totaling the 10,395,811.80 euros of the contract. The resolution justifies the choice as it was the most economically advantageous offer according to the established award criteria.

Unit prices and dining hall

The monthly unit award prices vary by lot. The schooling price is 422.50 euros in lot 1; 407.19 euros in lot 2; 399.09 euros in lot 3; 402.23 euros in lot 4; 430.50 euros in lot 5; and 428.00 euros in lot 6. The dining hall remains at 96.00 euros in all lots except lot 5, where it drops to 88.00 euros, and the half-hour of extended hours is set at 10.83 euros, also with the exception of lot 5, where it is fixed at 10.00 euros. In the tender, the maximum amounts had been 444.95 euros for schooling, 96.00 euros for the dining hall, and 10.83 euros per half-hour of extended hours.

Immediate Background

This contract is added to the formalization published on September 2, 2026, in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 209, pages 114 and 115, corresponding to the “Service for the management of 4-4-4 Nursery Schools, divided into two lots,” file A/SER-012785/2026 (322A-014-26), awarded for 5,075,310.24 euros exempt from VAT to Crecer Juntos, S. L. (lot La Princesa) and to Paloma Barrios Martín, S. L. (lot El Trébol).

The formalization of these contracts defines who will provide the schooling, dining hall, and extended hours services in the centers during the coming academic years, with a direct effect on the user families and on employment in the region’s educational sector. Furthermore, the distribution among four different awardees in the 2-3-3 contract maintains a market fragmented by lots, which limits the concentration of management in a single operator.
