The Community of Madrid grants 2.3 million to the Mancomunidad del Sur

The Community of Madrid has published in the Official Gazette of the Community of Madrid (BOCM) the agreement of July 24, 2026, by which it grants a nominative subsidy of 2,306,743.27 euros to the Mancomunidad del Sur. The amount will finance the management of domestic waste from its member municipalities during the year 2026, as well as the greenhouse gas costs corresponding to the same fiscal year.

The agreement is signed between the Ministry of Environment, Agriculture, and Interior and the Mancomunidad del Sur, and is published in BOCM No. 206, dated August 29, 2026 (pp. 162-175). It is signed by the Technical General Secretary, Manuel Miguel Beceiro Garat, by virtue of the delegation of Order 984/2024, of March 15, and the President of the Mancomunidad, Asensio Martínez Agraz, appointed at the extraordinary General Assembly of October 31, 2023.

Regulatory Framework and Background

The subsidy is part of the Circular Economy Strategy of the Community of Madrid 2025-2032 (EECCM), approved by Agreement of the Governing Council on December 23, 2025, whose Municipal Waste Management Plan provides for financial aid to treatment associations for municipalities with a population equal to or less than 5,000 inhabitants.

The agreement is based on Law 1/2024, of April 17, on the Circular Economy of the Community of Madrid; Law 7/2022, of April 8, on waste and contaminated soils; and Law 27/2013, of December 27, on the rationalization and sustainability of Local Administration. The Mancomunidad del Sur, established on May 24, 2011, has provided waste management services since January 1, 2013, at the facilities subject to the administrative concession granted by Order 3770/2012, of December 13.

Amount and Eligible Concepts

The amount is allocated to budget item 46312 “Mancomunidad del Sur”, of Budgetary Program 456-N. The Community of Madrid will finance 70% of the cost of transfer and treatment of domestic waste applied until December 31, 2026, using the population from the INE census of January 2025.

  • €56/t: 70% of the general collection (all-in-one) and street cleaning rate, set at €80/t.
  • €9.82/t: 70% of the rejection rate for selectively collected packaging (€14.03/t).
  • €21/t: 70% of the rate for bulk clean pruning and gardening waste (€30/t).
  • €16.45/t: 70% of the rate for the organic fraction with 0-20% impurities (€23.50/t).

The rates include greenhouse gas costs, which have been mandatory since January 2, 2024, according to Order TED/789/2023, and the landfill waste disposal tax from Law 7/2022.

Municipalities and Payment Method

The funding is distributed among the treatment facilities of the Pinto Landfill and the transfer stations of Las Rozas, Leganés, Colmenar del Arroyo, and Colmenar de Oreja, which serve more than thirty municipalities in the Southern territorial unit, including Batres, Casarrubuelos, Serranillos del Valle, Titulcia, Torrejón de Velasco, Quijorna, Aldea del Fresno, Cadalso de los Vidrios, Robledo de Chavela, Villamanta, Tielmes, Valdilecha, and Villaconejos, among others.

Payment will be made in advance and without the requirement of guarantees, via deposit into the Eurocaja Rural account (IBAN ES05 3081 0272 18 3441448226). Upon signing, the total justified amount of treated tons plus a 50% advance will be paid, which must be justified before November 30, 2026; the remaining 50% will be advanced once the previous amount has been justified. The agreement will remain in effect until February 28, 2027.

Relevance

The grant ensures the continuity of the collection, transfer, and treatment service for domestic waste in the least populated municipalities of the south of the region, aligned with the circular economy and emission reduction objectives of the Community of Madrid. The advance payment, without guarantees, facilitates the liquidity of the association of municipalities, which must justify the tons actually treated and reimburse any excess if applicable.
