The Community of Madrid expands its Environment and Agriculture subsidies

The Regional Ministry of Environment, Agriculture, and Interior of the Community of Madrid has approved Order 3223/2026, of August 25, which modifies the Ministry’s Strategic Grant Plan for the 2024-2027 period. The regulation, signed by Minister Carlos Novillo Piris, is published in the Official Gazette of the Community of Madrid number 210, of September 3, 2026, in section I.C (Other Provisions), starting on page 190.
The plan, initially approved by Order 396/2024, of February 2, is the instrument that guides the Ministry’s grant activity toward activities of public utility and social interest. The modification adjusts existing lines and creates new funding channels for entities, city councils, and individuals, within the framework of Law 2/1995, of March 8, on Grants of the Community of Madrid, and Law 38/2003, of November 17, General Law on Grants.
Reinforcement of beekeeping aids and asbestos removal
Line 18 of Annex I, dedicated to aids for the improvement of the production and marketing of beekeeping products within the framework of the beekeeping sectoral intervention (ISA), increases its foreseeable costs for the 2026 and 2027 annualities. The reason is the increase in applications submitted by beekeepers and the individual amounts claimed in the most recent calls.
Line 70, regarding aids for the removal of insulation and construction material waste containing asbestos, expands its subjective scope to local entities and private individuals, charged to items 76309/77309. An amount of 2,000,000 euros is set for 2027, and the evaluation system is changed, moving from measuring square meters of roofing to kilograms of asbestos removed (70,000 kg planned for 2027).

- Encourage the elimination of materials that pose a health risk.
- Facilitate the fulfillment of the region’s environmental objectives.
- Improve the efficiency of the line with new beneficiaries capable of acting on properties with asbestos.
New line for the agri-food sector
Line 83 of Annex I is created, a direct grant to the Agri-food Cluster of the Community of Madrid to execute the project “Gastro-food Ecosystem of Madrid Products.” The objective is to create an integrated digital system that connects producers, the processing industry, distribution, hospitality, the technology sector, and public administrations, 100% funded by the Community of Madrid.
Window Renewal Plan and promotion of Bullfighting
Line 1 of Annex V (Window Renewal Plan) increases its 2026 credit to 3,250,000 euros due to the insufficiency of the budget provided to meet all applications. Additionally, it includes homeowners’ associations as beneficiaries and expands the eligible scope to the renovation of windows and glazing in common areas of residential buildings.
Finally, line 3 of Annex VI is created, with 350,000 euros for 2027, intended for municipalities of up to 20,000 inhabitants for the promotion of Bullfighting: novilladas without picadors, practical classes with students from Bullfighting Schools, popular festivals, and rejoneo shows.
The reform of the plan opens new financing avenues for city councils, entities, and individuals, and aligns the aid with the Community of Madrid’s Circular Economy Strategy 2025-2032. For readers, it represents a concrete opportunity to access public funds to renovate homes, remove asbestos, or promote agri-food and cultural projects in municipalities.
