La Comunidad de Madrid amplía los plazos de la subvención a Fundación Pegasus

The Community of Madrid has modified the deadlines of the agreement by which it grants 150,000 euros to the Pegasus Foundation for the pilot project “What nobody tells you,” an intervention model for families of people with disabilities. The addendum was signed on September 22, 2026, and is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 243, dated October 12, 2026, with the reference BOCM-20261012-9. The agreement does not alter the amount of the grant nor the objective of the project, but rearranges the execution and justification calendar.

The original agreement was signed on June 19, 2026, between the Community of Madrid and the Pegasus Foundation and was published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID on July 6. It formalizes a direct grant of 150,000 euros for the 2026 fiscal year to launch the aforementioned pilot project. The addendum is processed under the Thirteenth clause of the agreement, which requires an addendum for any modification of its conditions.

The document is signed by the Minister of Family, Youth, and Social Affairs, Ana Dávila-Ponce de León Municio, appointed by Decree 46/2023, of June 23, and David Rodríguez Vázquez, president of the Board of Trustees of the Pegasus Foundation, an entity registered in the state-level Registry of Foundations under number 2259.

New execution and justification deadlines

The stated reason for the modification is the complexity of the processing: the formalization and publication of the agreement exceeded the times initially planned to execute the project. To adjust the calendar to this reality, the parties modify three clauses:

  • Fourth Clause (expenses and eligible period): the period changes from May 1, 2026–May 1, 2027 to July 1, 2026–July 1, 2027.
  • Eighth Clause (justification): the deadline for submitting the supporting documentation is moved from September 1, 2027 to November 1, 2027.
  • Fifteenth Clause (validity): the agreement remains in force until the end of the justification period, November 1, 2027, and shall not be subject to extension.

The supporting documentation must be submitted to the electronic registry of the Community of Madrid, addressed to the Sub-directorate General for Coordination and Support for People with Disabilities.

A data processing agreement to protect families

The addendum entirely replaces the Fourteenth clause, regarding data protection, and adds an Annex III with a data processing agreement. The distribution of responsibilities is as follows:

  • Data Controller: the General Directorate for Attention to Persons with Disabilities of the Community of Madrid.
  • Data Processor: the Pegasus Foundation.
  • Data Subjects: beneficiaries and citizens.
  • Accessible Data: specially protected data, identifying data, and social circumstances.
  • Processing Activity: “Support Services and Programs for Persons with Disabilities”.

The processing agreement complies with Regulation (EU) 2016/679 (GDPR) and Organic Law 3/2018, of December 5, on the Protection of Personal Data and guarantee of digital rights. The declared purpose is the promotion and management of services that facilitate accessibility, personal autonomy, social integration, and community participation for persons with disabilities, as well as the management of their personal life plan.

The text establishes specific obligations for the entity: to communicate any data security breach within a maximum period of 24 hours, to forward requests for the exercise of rights to the controller no later than the following business day, and not to sub-process the data without prior written notice one month in advance. The duration of the agreement coincides with the validity of the convention, and confidentiality obligations extend indefinitely after its termination. To exercise their rights, data subjects may contact the General Directorate for Attention to Persons with Disabilities or the data protection officer at protecciondatos-psociales@madrid.org.

Scope of the modification

The addendum emphasizes that the changes do not constitute an essential modification of the content of the convention: they are limited to the deadlines and the data protection regime. The amount of 150,000 euros, the beneficiary entity, and the objective of the pilot project remain intact.

The agreement is closed in Madrid on September 22, 2026, with the signatures of the counselor and the president of the foundation’s Board of Trustees.

The modification directly affects the families participating in the program and the third-sector entities collaborating with the Pegasus Foundation: it extends the margin for executing the project by two months and the justification period by another two months, which reduces the risk of the grant being lost due to administrative delays. The reinforcement of the data processing agreement adds formal guarantees regarding especially sensitive information of persons with disabilities, a group whose data protection requires reinforced precautions.
