The Community authorizes two 220 kV lines for Microsoft in Meco

The General Directorate of Energy Transition and Circular Economy of the Community of Madrid has authorized Microsoft 7724 Spain, S. L. to install two 220 kV underground lines on Hércules, 9, and Zeus, 12, streets in the municipality of Meco. The decision is formalized in the resolution of August 31, 2026, published in the Official Gazette of the Community of Madrid (B.O.C.M.) number 225, of September 21, 2026, section I.D Announcements, with reference BOCM-20260921-40. The file, processed under number 2024P952 - 14-0141-00952.2/2024, gives the green light to Phase II of the electrical supply for the company’s ST MAD03 (RSA271) substation.

The prior administrative authorization and the approval of the execution project correspond to the General Directorate of Energy Transition and Circular Economy, under the Ministry of Environment, Agriculture and Interior. The resolution is based on Decree 70/2010, of October 7, and Decree 86/2025, of October 29, regarding the simplification of authorization procedures for high-voltage electrical installations, in addition to Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000.

The request from Microsoft 7724 Spain, S. L. was submitted on August 12, 2024, with reference 10/704951.9/24, accompanied by an execution project signed on August 6, 2024, by Alejandro Trullench Arenas, member number 18322 of the Official College of Industrial Engineers of Madrid. The project corresponds to Phase II of the electrical supply for the ST MAD03 (RSA271) substation and consists of increasing the voltage of the already authorized lines ILA14915 and ILA14916 from 132 to 220 kV, with a slight modification of the route: they are disconnected from ST MECO (ISE111) and connected to a new metering substation MSS MAD03 220 kV (RSA287).

• Service voltage: 220 kV.

Sectoral reports and public information

The General Directorate forwarded the project excerpts to the affected administrations, agencies, and general interest service companies:

• Meco City Council
• Canal de Isabel II
• State Road Demarcation in Madrid
• General Directorate of Roads of the Community of Madrid
• Tagus Hydrographic Confederation
• Enagas

Only the State Road Demarcation of Madrid responded: it issued a favorable report with conditions on May 7, 2025, which were accepted by the holder on May 21, 2025. After the granted thirty-day period had elapsed, no response was received from the remaining agencies.

The public information process was completed via an announcement on April 25, 2025, published in the B.O.C.M. number 134, on June 6, 2025. As a result of that phase, no objections were filed.

Deadlines, conditions, and appeal process

• Execution period: 24 months from the notification of the resolution; if the application for operating authorization is not submitted within that period, the project approval expires.
• The application for operation must include a responsible declaration regarding the concessions, authorizations, and permits from other affected administrations, agencies, or companies.
• The authorization does not exempt the holder from obtaining urban planning licenses or other third-party authorizations, including those relating to the use of fluorinated gases in the switchgear.
• Against the resolution, which does not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed within one month before the Vice-Minister of Environment, Agriculture, and Territorial Planning.

The resolution is signed by the Director General of Energy Transition and Circular Economy, Cristina Aparicio Maeztu.

The authorization consolidates the electrical deployment linked to the Microsoft data centers in Meco, where the two lines run through Hércules and Zeus streets. For the energy sector, the resolution confirms the reinforcement of the high-voltage network in the Community of Madrid to serve large consumers, while affected parties have one month to file an administrative appeal.
