The Community awards the software for the European Health Data Space

The Ministry of Digitalization of the Community of Madrid has formalized the mixed supply and services contract for the treatment office of the regulation and the European health data space, according to a resolution from the General Technical Secretariat dated August 21, 2026, and published in the Official Gazette of the Community of Madrid number 208, of September 1, 2026 (pages 115 to 117). The contract, with reference number A/SUM-001523/2026, is financed by the Recovery, Transformation and Resilience Plan of the Government of Spain, funded by the European Union-NextGenerationEU (C18.I06.P02.S18).
The tender is part of Component 18, Investment 06, Project 02, Subproject 18-Digital Transformation and Modernization of the Community of Madrid, Line 6. The objective is to provide a software license that allows for a support system for the health data access body for the Health Data Space of the Community of Madrid, along with configuration services, consultancy, and a support office, in order to pilot the tool towards the full application of the regulation on the European Health Data Space (EHDS).
Award and contract value
The contract was awarded on July 28, 2026, through an open procedure with a plurality of criteria and ordinary processing, without division into lots. A total of 8 offers were received, of which 2 came from small and medium-sized enterprises, and all 8 were submitted electronically.

Award criteria
The evaluation of the offers combined value judgment criteria (maximum 30 points) and criteria evaluable by mathematical formula (maximum 70 points). Among the former, the highlights are the alignment of the tool with the European Health Data Space regulation and the TEHDAS2 specifications (up to 12 points), the technological solution (up to 12 points), the centralized management mechanism for data access requests for secondary use (up to 4 points), and the integration with the Cloudera corporate platform (up to 2 points). The price accounts for up to 70 points.
The CPV codes for the contract are 72500000-0 (IT services) and 48000000-8 (software packages and information systems). As it is a mixed contract, it is governed by the rules of the supply contract, as this is the main provision, in accordance with articles 18 and 34.2 of Law 9/2017, of November 8, on Public Sector Contracts.
Deadlines and appeals
The tender notice was published in the Official Journal of the European Union on April 1, 2026 (reference 226177-2026), and the award notice was sent on August 21, 2026. A special appeal in procurement matters may be filed against the resolution before the Administrative Tribunal for Public Procurement of the Community of Madrid within ten calendar days, as well as a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Madrid within two months.
The resolution is signed by the Technical General Secretary of the Ministry of Digitalization, Judit Díez Manzanedo.

This contract represents a concrete step by the Community of Madrid toward European health interoperability, by piloting the tool that will manage secondary access to the region’s health data.
