The Bajo Aragón Region establishes exclusive dedication and salary advances.

The Bajo Aragón County Council has published in the Official Gazette of the Province of Teruel of August 12, 2026 (number 152) the agreement fixing the annual remuneration of the Presidency and the Vice-Presidency with full-time dedication and regulating payroll advances for elected officials. The agreement was adopted at an ordinary session of the County Council held on July 30, 2026, and is published in the county section with reference No. 2026-2405.

The full-time dedication of the positions of Presidency and Vice-Presidency was agreed by the County Council on July 27, 2026, and is currently maintained, with the salaries reflected in the Budget Execution Bases. In addition, the president of the county stated on July 7, 2026 the need to regulate payroll advances for elected officials with full-time or part-time dedication, under the same conditions as labour personnel and with the requirement to cancel them before the end of the legislature; the initiative had the opinion of the Finance Commission of July 27, 2026.

Remuneration for full-time dedication

The announcement confirms the annual amounts received by the two main positions of the county for their full-time dedication, unchanged from the immediately preceding year:

• Presidency: €44,515.66 per year.
• Vice-Presidency: €40,892.18 per year.

The amounts are incorporated into base 29 of the 2026 Budget Execution Bases, relating to per diems, allowances and representation of members of the Corporation and its staff.

Payroll advances: up to an extra payment

The new advance regime modifies that of full-time dedication approved by the County Council on July 27, 2023, solely for the purpose of allowing payroll advances to members of the Corporation with full-time or part-time dedication of at least 50%. The approved conditions are as follows:

• Maximum amount equivalent to an extra payment.
• Repayment in a maximum of twelve monthly instalments.
• If the term is shorter, cancellation must occur before the month prior to the holding of local elections for the constitution of a new corporation.
• No new advance may be granted until the previous one has been paid off.

Publication and effects

The agreement, which modifies the 2026 Budget Execution Bases, must be published in full in the official gazette of the province, on the notice board of the corporation and on the electronic website, for the purpose of general knowledge. The announcement, electronically signed in Alcañiz on August 6, 2026 by the president, Mr. José Miguel Celma Belmonte, appears on pages 27 and 28 of the Official Gazette of the Province of Teruel number 152.

The publication constitutes an exercise in institutional transparency: it sets in writing the remuneration of regional officials and defines the conditions under which elected officials can access salary advances, under conditions comparable to those of the rest of the region’s employees. Residents of Bajo Aragón can consult the full agreement in the provincial bulletin and on the region’s electronic headquarters, allowing direct control of the institution’s personnel expenditure.
