The Comarca de Pamplona initially approves its 2027 budget and staffing plan

Por FactBox Admin

La Comarca de Pamplona aprueba inicialmente su presupuesto y plantilla de 2027

The Mancomunidad de la Comarca de Pamplona initially approved the general budget for the 2027 fiscal year and the organic staffing plan for the same year in sessions held on October 13, 2026. Both agreements are published in the Official Gazette of Navarra number 213, dated October 26, 2026, in the section for provisions and announcements of the Local Administration of Navarra, with references L2613313 (budget) and L2613321 (staffing plan). The publication opens a period of fifteen business days of public exhibition to examine the file and submit claims.

The budget announcement occupies page 37959 of the gazette and the organic staffing plan announcement occupies page 37960. Both bear the signature of the entity’s president, David Campión Ventura, and are dated in Pamplona on October 13, 2026, the same date as the sessions in which the agreements were adopted. The published texts do not detail the income and expenditure figures of the budget nor the number or list of positions in the staffing plan: the gazette limits itself to formalizing the initial approval agreement and establishing the public information process.

Two different bodies for two agreements

The initial approval of the budget corresponded to the General Assembly of the mancomunidad, while that of the organic staffing plan was adopted by the Permanent Commission in a session on the same day. The gazette records both agreements as separate announcements, with their own numbering and consecutive pages.

  • 2027 general budget: approved by the General Assembly on October 13, 2026 (L2613313, p. 37959).
  • 2027 organic staffing plan: approved by the Permanent Commission on October 13, 2026 (L2613321, p. 37960).
  • Both agreements are subject to the same public exhibition process before their final approval.

Fifteen business days to appeal

The budget will be exhibited in the Secretariat of the mancomunidad for fifteen business days, counted from the day following the publication of the announcement in the Official Gazette of Navarra, that is, from October 27, 2026. Within that period, residents and interested parties may examine the file and formulate any claims they deem appropriate.

For the organic staffing plan, the announcement sets the exhibition in the Secretariat for fifteen business days after publication, with the same possibility to examine the file and present allegations. The text does not specify the schedule or the procedure for submitting claims, which are referred to the general regulations of the Local Administration of Navarra.

The two announcements are based on Foral Law 6/1990, of July 2, of the Local Administration of Navarra, although under different articles:

  • The budget is subject to Article 271 of the foral law, which regulates the public exhibition of the initially approved budget.
  • The organic staffing table adheres to Article 235 of the same regulation, relating to the approval and publication of personnel staffing tables.

In the same bulletin, other local entities in Navarra publish budgetary procedures of a different nature: the councils of Galdeano, Muneta, and Zubielqui finalize the approval of their 2026 budgets, which have been closed without objections, and the City Council of Cintruénigo submits its tax rates for 2027 for public information.

The calendar thus places the association of municipalities among the first entities in the region to open the budget process for the next financial year. The initial approval does not close the procedure: if no claims are filed, the agreement will be finalized; if there are any, they must be resolved before the budget comes into force. For the municipalities and councils that are part of the association, the file is the formal means of consulting the accounts and the personnel structure of the body before they are applied in 2027.
