La Canonja suspends industrial land licenses for one year

The Plenary of the La Canonja City Council, in a session held on July 30, 2026, agreed to the discretionary suspension of the granting of municipal licenses and authorizations for industrial plots in the municipality. The measure, which will have a maximum duration of one year from publication, was made public in the Official Gazette of the Province of Tarragona on August 25, 2026 (official reference CVE 2026-07794, pp. 1-5).

The agreement is based on articles 73 and 74 of Legislative Decree 1/2010, of August 3, which approves the Recast Text of the Urban Planning Law of Catalonia. The objective is to study the modification of the urban planning regulations applicable to the plots qualified by the current Municipal Urban Planning Plan, according to the graphic delimitation contained in the annexed plan of the justifying report drafted by the municipal technical services.

Scope of the suspension

The suspension exclusively affects plots qualified with three industrial urban planning codes:

• A1b – Medium industry subzone
• A1c – Small industry subzone
• A1d – Isolated industry subzone

The measure is limited to two specific actions: the implementation of new uses in properties without current use and the modification of existing uses. Therefore, other actions that do not involve these changes of use are outside the scope of the suspension.

Duration and legal regime

The suspension will have a maximum duration of one year starting from the publication of the agreement. However, the same agreement provides for the regime of article 73.2 of the Recast Text of the Urban Planning Law, which would allow the measure to be extended or consolidated if the specific modification of the urban planning plan under study is initially approved during this period.

The agreement must be published in the BOP of Tarragona, on the notice board, and on the municipal electronic office, together with the delimitation plan of the affected area. It must also be communicated to the municipal technical services and the competent administrative services for its application.

Appeals and procedures

The agreement is final in the administrative route. An optional appeal for reversal may be filed before the Plenary within one month from the day following publication, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Catalonia within two months, in accordance with Law 39/2015 and Law 29/1998. The document is electronically signed by the municipal secretary, Daniel Sánchez Miguel.

The measure directly affects developers and companies in the Canonja industrial estate, who will see the possibility of implementing new uses or modifying existing ones on the affected plots frozen for one year. The decision responds to the council’s desire to reorganize the industrial land before approving the new urban planning regulations, a process that must be closely monitored by any operator planning activities in the area.
