La Bisbal del Penedès updates the waste tax for 2027

The Plenary of the City Council of la Bisbal del Penedès, in an extraordinary session held on November 2, 2026, provisionally approved the modification of the fiscal ordinance regulating the domestic and commercial waste collection service fee for the 2027 fiscal year. The agreement is published in the Official Gazette of the Province of Tarragona on November 4, 2026, on pages 1 and 2, with the official reference CVE 2026-10301. The modified text is open for public inspection for 30 business days, counted from the day following the publication of the announcement.

The measure directly affects all residential households and commercial establishments in the municipality, which will see their quota redefined according to the text annexed to the file, identified with the code CSV 9H4S2STN36H5H5E29GDCLX26W. The approval was adopted with the legally required quorum and is formally still provisional: final approval will only occur if no claims are filed during the public information period.

A procedure protected by the local treasury law

The announcement is issued in compliance with Article 17.2 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local treasuries, in relation to Article 49.b) of Law 7/1985, of April 2, regulating the bases of the local regime, and Article 178.1.b) of Legislative Decree 2/2003, of April 28, which approves the revised text of the Municipal and Local Regime Law of Catalonia.

The file was signed by the acting mayor, Judith Vidal Vilella, on November 2, 2026, the same day as the plenary session. The publication of the provisional agreement in the provincial gazette is the mandatory preliminary step before the public exhibition of the full text.

Thirty business days to examine the file and claim

During the exhibition period, persons with a direct interest or those who consider themselves affected may consult the file and submit any allegations they deem appropriate, under the terms of Article 18 of the revised text of the Law regulating local treasuries. The count of 30 business days begins the day after the publication of the exhibition announcement in the gazette.

The enabled consultation channels are:

• In person: municipal offices, Monday to Friday from 9:00 to 14:00 hours and Mondays from 16:00 to 19:00 hours.
• Electronic: the Transparency Portal of the City Council of la Bisbal del Penedès, accessible from the municipal electronic office.
• Complementary publication of the agreement and the full text on the e-bulletin board and the electronic office.

Final if there are no allegations and subsequent contentious appeal

The agreement provides that the modification shall be declared definitively approved if no claim is submitted within the deadline. Once final, the modified ordinance and its revised text will be published again in the Official Gazette of the Province of Tarragona.

The subsequent procedure before the Generalitat de Catalunya is also established: the tax modification agreement and the corresponding ordinance must be submitted to the Department of Digital Policies and Public Administration once they have been definitively approved. An administrative contentious appeal may be filed against the approval of the modifications before the Superior Court of Justice of Catalonia within two months from the day following the publication of the definitive agreement in the provincial bulletin.

The news is relevant because it sets the economic framework for the waste collection service for an entire fiscal year: any change in the fees to be paid by households and businesses in the municipality must first go through this period of 30 business days, during which residents can read the full text and discuss it before it becomes final.
