La Bisbal d'Empordà initially approves the urbanization of Call Street

The Plenary of the City Council of La Bisbal d’Empordà, in an ordinary session held on September 22, 2026, initially approved the urbanization project for Call Street by an absolute majority of its members. The agreement is published in the Official Gazette of the Province of Girona number 190, dated October 2, 2026, with the official reference CVE BOP-2026_0_190_8395 (edict no. 8395, p. 1-1). The project provides for a contract execution budget of 266,284.11 euros, 21% VAT not included, which with tax amounts to 322,203.77 euros.

The content of the agreement and the file

The municipal file is 2026/000001/2388 (X2026000678) and the drafting of the project corresponds to the Civil Engineer (Roads, Canals and Ports) and urban planner Xavier Frigola Mercader, from the entity Tecplan Enginyeria i Urbanisme S.L, with NIF B17926601. The documentation was delivered to the City Council on May 12, 2026, with registration number E2026006679.

The approved amounts are as follows:

• Contract execution budget: 266,284.11 euros (21% VAT not included).
• Amount including VAT: 322,203.77 euros.

The agreement also orders the notification of the resolution to the drafting entity, Tecplan Enginyeria i Urbanisme S.L, at the electronic address designated for notifications appearing in the file.

Public information and allegations

The second point of the agreement submits the project to public information for a period of thirty business days, counted from the next business day following the last publication of the announcement in the Official Gazette of the Province of Girona, on the Municipal Edicts Board, and on the municipal website. During this period, any interested party may examine the project and submit any allegations and claims they consider relevant, in accordance with article 37 of the ROAS.

The administrative file remains available to interested persons at the municipal offices, at Plaça del Castell, 10 (Urban Planning Area), every business day between 9 a.m. and 2 p.m., by prior appointment via telephone 972640975 or email urbanisme@labisbal.cat.

A procedural act without appeal

The edict specifies that the initial approval is a procedural act, not definitive in the administrative process, and therefore not subject to appeal, without prejudice to the interested parties’ ability to exercise whatever they deem appropriate in accordance with Article 40.2 of Law 39/2015, on the common administrative procedure of public administrations. The document appears electronically signed by the mayor, Oscar Aparicio Pedrosa, on September 24, 2026.

The urbanization of Call Street is a medium-sized public works project that directly affects the residents of the area and opens a contracting window for construction companies in the sector, once the public information process and subsequent award have been completed. The thirty-business-day period begins to count from the last of the official publications, so that interested parties must follow the calendar of the announcement in the provincial bulletin and on the municipal notice board to avoid losing the right to submit allegations.
