La Bisbal initially approves the urbanization of the plaça del Call

The Plenary of the City Council of la Bisbal d’Empordà has initially approved the urbanization project for the plaça del Call, a work in the urban center with a contract execution budget of 153,546.55 euros (21% VAT not included), which with tax amounts to 185,791.33 euros. The agreement is published in the Official Gazette of the Province of Girona number 192, dated October 6, 2026, under the official reference CVE BOP-2026_0_192_8518 (edict 8518, p. 1-1), and opens a period of thirty business days to submit allegations.

The decision was adopted at the ordinary session of the Corporation’s Plenary held on September 22, 2026, by an absolute majority of its members, as stated in the edict signed by the mayor, Oscar Aparicio Pedrosa, on September 24, 2026. The text reminds that this is a procedural act, not definitive in the administrative process and, therefore, not subject to appeal, in accordance with article 40.2 of Law 39/2015 on the common administrative procedure of public administrations.

A project signed by Tecplan with its own file

The project is officially titled “Urbanization Project of the plaça del Call of la Bisbal d’Empordà” and was drafted and signed by the Roads, Canals, and Ports engineer and urban planner Xavier Frigola Mercader, from the company Tecplan Enginyeria i Urbanisme S.L., with NIF B17926601. The documentation was delivered to the City Council on May 12, 2026, with registration number E2026006688.

The agreement is part of the municipal file 2026/000002/2388 (X2026000679) and includes three mandates: to initially approve the project, to submit it for public information, and to notify the resolution to the drafting company at the email address designated for notifications listed in the file.

Thirty business days to examine it and submit allegations

The public information period is thirty business days and is counted from the next business day following the last publication of the announcement in the three planned channels:

• The Official Gazette of the Province of Girona.
• The Municipal Edicts Board.
• The municipal website.

During this period, any interested person may examine the project and formulate the allegations and claims they consider pertinent, in accordance with article 37 of the ROAS (Regulation of works, activities, and services of local entities).

The project in digital format can be consulted at the address https://labisbal.cat/serveis/urbanisme/obres-locals/, and also in paper format. The complete administrative file is available to interested parties at the municipal offices, at plaça del Castell, 10 (Urban Planning Area), every working day between 9 a.m. and 2 p.m.

The urbanization of the Plaça del Call directly affects the old town center of Bisbal d’Empordà, one of the reference spaces of the historic center, and has now reached the phase where neighbors and affected owners can influence its content before the approval becomes final. The thirty-business-day period is, therefore, the real window for citizen influence over a project of nearly 186,000 euros including VAT, which will be financed with municipal funds and must still pass final approval before it can be tendered and executed.
