Por FactBox Admin

The Plenary of the Assembly of Extremadura validated Decree-law 5/2026, of September 1, regarding extraordinary aid and other urgent measures for the recovery of areas affected by the forest fires that occurred in Extremadura during the summer of 2026 and regarding forest fire prevention. The Resolution of October 8, 2026, from the Presidency of the Assembly, orders the publication of this validation in the Official Gazette of Extremadura (DOE) No. 197, of October 13, 2026, with the official reference 2026062578.
The regulation was approved by the Governing Council of the Junta de Extremadura at its meeting on September 1, 2026, and forwarded to the Chamber for parliamentary processing; the original text was published in DOE No. 174, of September 9, 2026. The validation is agreed upon in accordance with paragraph 3 of article 33 of the Statute of Autonomy of the Autonomous Community of Extremadura, reformed by Organic Law 1/2011, of January 28, and article 192 of the Chamber Regulations, following a full-text vote.
Prior to this, the General Secretariat of the Vice Presidency and Ministry of Presidency, Coordination of Government Action, Interior and Emergencies had opened the hearing and public information process regarding the decree-law for a period of seven business days (Resolution of September 9, 2026, DOE No. 177, of September 14, reference 2026062317).
Validation with the full text of the Junta
The decree-law “has been validated with the text presented by the Junta de Extremadura,” as stated in the resolution signed by the president of the Assembly, Manuel Naharro Gata, and certified by the first secretary, Beatriz Muñoz Rodríguez. The regulation thus maintains its validity without parliamentary modifications.
The validated text retains its dual purpose: extraordinary aid for the recovery of disaster-stricken areas and preventive measures regarding forest fires.
The fires of the summer of 2026
The decree-law responds to the fires recorded in the region during last summer. The most documented episode is the Pinofranqueado fire (Cáceres):
- Started on August 18, 2026, at 14:35 hours in the shoulder of the CC-122 road.
- Declared controlled on August 23, 2026, and extinguished on August 26, 2026.
- Area included in the perimeter: 3,833.11 hectares, according to INFOEX data.
- Affected municipal districts: Pinofranqueado (2,224.96 ha), Nuñomoral (1,588.99 ha), Caminomorisco (11.12 ha), and Casares de las Hurdes (8.04 ha).
The Governing Council declared that area as an urgent action zone (ZAU) by agreement on September 1, 2026, published in DOE No. 173, of September 7, 2026 (reference 2026062276), under Article 274 of Law 6/2015, of March 24, the Agrarian Law of Extremadura.
An immediate precedent: the 2025 decree-law
The validated regulation replicates the scheme of Decree-law 5/2025, of September 18, approved for the fires of the summer of 2025 and published in DOE No. 183, of September 23, 2025. Under that framework, direct subsidies were granted to compensate for losses suffered by tourism sector companies located in affected municipalities, the list of which was published in DOE No. 184, of September 23, 2026 (reference 2026081552).
The validation concludes the parliamentary process of the decree-law and provides legal certainty to the aid and preventive measures intended for thousands of residents and the municipalities affected by the fires of the summer of 2026, which already had the declaration of an urgent action zone for emergency operations in the mountains.
