The Navy formalizes the framework agreement for works at its military facilities

The Economic Management Directorate of the Navy’s Logistics Support Headquarters has formalized a framework agreement to select the companies that will execute works of first establishment, reform, restoration, rehabilitation or major repair, simple repair, conservation, demolition, and maintenance in the infrastructure of military establishments. The contract formalization announcement is published in the Official State Gazette (Boletín Oficial del Estado) number 218, dated September 3, 2026, in section V-A, page 46168, with reference BOE-B-2026-28424 and file 2025/AR40U/00000009E.

The contracting authority, headquartered at avenida Pío XII 83 in Madrid, acts as a state authority whose primary activity is defense. The procedure, of an open type, was processed under the award criterion of the discount on the industrial profit, with a weighting of 100%. The works fall under CPV codes 45000000 (construction work), 45200000 (general building construction work), 45216200 (construction of military buildings and installations), and 45400000 (building completion work).

Twelve lots across the territory

The framework agreement is structured into twelve lots, covering the main Navy enclaves in the peninsula and the Canary Islands, all within the NUTS zone ES300:

• Lot 1 and 7: works within the scope of the Cádiz Arsenal.
• Lot 2 and 8: works within the scope of the Rota Naval Base (Cádiz).
• Lot 3 and 9: works within the scope of the Cartagena Arsenal.
• Lot 4 and 10: works within the scope of the Ferrol Arsenal.
• Lot 5 and 11: works within the scope of the Las Palmas Arsenal (Canary Islands).
• Lot 6 and 12: works within the scope of the JESAT (Madrid).

The award of all contracts took place on June 2, 2026. For each lot, 58 bids were received, although the announcement does not record any coming from SMEs.

Fifty-five companies selected

The framework agreement records the selection of a wide panel of awardees, which include, among others, ALVAC, S.A., APIMOSA, S.L., AQUATERRA SERVICIOS INFRAESTRUCTURAS, S.L., ASCH INFRAESTRUCTURAS Y SERVICIOS, S.A., CONSTRUCCIONES T. ARJONA, S.L., DEMAIN OBRAS Y SERVICIOS, S.L., EIFFAGE ENERGIA, ELECNOR SERVICIOS Y PROYECTOS, S.A.U., ELECTROSAM, S.A., ESQUEIRO, S.L., FONSAN GESTIÓN Y CONSTRUCCIÓN, S.L., FRIZONIA REFRIGERACIÓN CLIMATIZACIÓN, S.L., FRUCTUOSO PASCUAL E HIJOS, S.L., and TECNIA INGENIEROS, among others, totaling 55 companies.

As it is a framework agreement, the value of the selected offer is set at 0.00 euros for each of the contracts, such that the amounts will be determined in the specific orders derived from the agreement.

Deadlines and appeals

The announcement recalls that the procedure began with the submission of the contract notice to the Official Journal of the European Union on August 26, 2025, and its publication in the BOE on September 8, 2025. The contract award notice was sent to the OJEU on August 17, 2026, and the announcement itself was submitted on August 31, 2026.

An appeal against the formalization may be filed before the Central Administrative Tribunal for Contractual Appeals, located at Avenida General Perón 38 in Madrid, until 11:59 PM on September 17, 2026. The announcement is signed by the Brigadier General of Intendance and Director of Economic Management of the Navy’s Logistics Support Headquarters, Francisco Javier Delgado Sánchez.

The formalization of this framework agreement represents a significant opportunity for the construction sector, which will have a stable channel to undertake the conservation and modernization of Navy infrastructures in the coming years, with a panel of companies already selected and ready to execute the resulting orders.
