The Navy formalizes the framework agreement for works in its military establishments

The Economic Management Directorate of the Navy’s Logistics Support Headquarters, under the Ministry of Defense, has formalized the framework agreement for the selection of companies to execute works on the infrastructure of military establishments. The contract formalization announcement is published in the Official State Gazette (Boletín Oficial del Estado) number 221, dated September 7, 2026, section V-A, page 46903, with official reference BOE-B-2026-28928 and file number 2025/AR40U/00000009E.

The framework agreement, processed through an open procedure, aims for the execution of initial establishment works, renovation, restoration, rehabilitation or major repair, simple repair, conservation, demolition, and maintenance in the infrastructure of military establishments. The tender was initially announced in the OJEU on August 27, 2025, and in the BOE on September 8, 2025, and the awards were formalized on June 2, 2026.

Twelve lots by areas of operation

The framework agreement is structured into twelve lots, each linked to a territorial area of operation of the Navy:

  • Lot 1 and 7: works in the area of the Cádiz Arsenal.
  • Lot 2 and 8: works in the area of the Rota Naval Base (Cádiz).
  • Lot 3 and 9: works in the area of the Cartagena Arsenal.
  • Lot 4 and 10: works in the area of the Ferrol Arsenal.
  • Lot 5 and 11: works in the area of the Las Palmas Arsenal (Canary Islands).
  • Lot 6 and 12: works in the area of the JESAT (Madrid).

The works fall under the CPV codes for construction, civil engineering works, construction of buildings and military installations, and building finishing. The award criterion is the discount on the industrial profit, with a weighting of 100%.

High competition and awardees

According to the announcement, each lot received 45 bids, although none came from SMEs nor were submitted electronically. For lot 8, corresponding to the Rota Naval Base, 43 awardee companies are listed, including ALVAC, S.A., AQUINTA Obras, S.L., ASCH Infraestructuras y Servicios, S.A., EIFFAGE Energía, ELECNOR Servicios y Proyectos, S.A.U., SERANCO, S.A.U., VEOLIA Servicios Lecam, S.A.U., and the UTE PADECASA Obras y Servicios, S.A. – CYCASA Canteras y Construcciones, S.A., among others.

The value of the selected bids is set at 0.00 euros, typical of a framework agreement in which remuneration is determined by the discount applied to the industrial profit in the resulting contracts.

Appeal period and signature

The competent body for appeal procedures is the Central Administrative Tribunal for Contractual Appeals, based in Madrid, and the deadline for filing appeals ends at 23:59 hours on September 17, 2026. The announcement, sent on September 2, 2026, is signed by the Brigadier General of Intendance, Director of Economic Management of the Navy’s Logistics Support Headquarters, Francisco Javier Delgado Sánchez.

The formalization of this framework agreement provides the Navy with an agile and homogeneous instrument for the contracting of maintenance and improvement works in its main facilities, with a high level of participation from construction and service companies. For the construction sector, it represents a stable route of access to public defense contracting in the coming years, distributed among the main arsenals and naval bases of the country.
