La Algaba summons for the appeal against the Urban Inspector bases
Por FactBox Admin

The La Algaba City Council has summoned interested parties regarding the contentious-administrative appeal filed by the Andalusian Council of Architects (CACOA) against the modification of the rules for the Urban Planning Inspector position. The announcement is signed by the mayor-president, Diego Manuel Agüera Piñero, and is published in the Official Gazette of the Province of Seville (BOP) No. 214, dated November 5, 2026, under the official reference BOP-SE-2026-214006. Interested parties have nine days to appear.
The procedure is based on the Mayoral Resolution No. 2026-2486, of October 30, 2026, electronically signed on November 3, through which the City Council complies with the summons ordered by the judicial body. The procedure is Abbreviated 231/2026, which is being processed before the Contentious-Administrative Section of the Seville Court of First Instance, court No. 6.
The contested agreement
The object of the challenge is the agreement of the Local Government Board of April 30, 2026, which corrects the one adopted on March 19, 2026, and modifies the rules of the public call. The call concerns the provision by competitive examination of a single career civil servant position in subgroup A2.
The terms of the announcement are as follows:
- Defendant body: La Algaba City Council (Seville).
- Plaintiff: Andalusian Council of Architects (CACOA).
- Procedure: Abbreviated 231/2026, Contentious-Administrative Section of the Seville Court of First Instance, court No. 6.
- Challenged act: agreement of the Local Government Board of 04/30/2026, which corrects that of 03/19/2026 and modifies the rules.
- Position: one career civil servant, Urban Planning Inspector (A2), by competitive examination.
Nine days to appear
The City Council grants a period of nine days, counting from the day following the publication of the resolution, for those who consider themselves interested parties to appear in the proceedings before the jurisdictional body that ordered it. The deadline complies with the provisions of Article 49 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.
The appearance must be addressed to the judicial body and not to the City Council, which acts here as the summoned administration. The written appearance is the channel through which applicants and other affected parties can defend their rights in the process.
Who is affected
The summons is addressed to anyone who can prove a legitimate interest in the procedure, with a particular impact on the participants of the Urban Planning Inspector selection process. The modification of the rules approved in April directly affects the conditions of the competitive examination, which is why the resolution is published in the provincial gazette to ensure the publicity of the procedure.
The advertisement occupies page 48 of the issue, within section I of the BOP, dedicated to Local Administration, and bears the registration stamp of the La Algaba City Council, headquartered at number 104 Primero de Mayo Avenue, in the town.
The challenge of selection criteria can affect the schedule of the competitive examination and, where applicable, the validity of tests already conducted. For the applicants in the process, the nine-day period is the only window to formally appear in the litigation while the court reviews the legality of the modification approved by the City Council.
