The Valencian Tax Agency appoints delegate and head of Valuation

The Valencian Tax Agency (ATV) has appointed Raquel Cuecos Safont as ATV delegate and Paula Piñana Sancho as head of the Valuation Service in the ATV Delegation of Castellón through the system of free appointment. The appointment is formalized by the Resolution of September 1, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10452, of September 16, 2026, in section II (Authorities and Personnel), section B) Appointments and dismissals.

The resolution, signed by the general director Ángel Fernando Zaera Casado on behalf of the regional minister and president of the ATV, fills the positions announced in call 120/2026 (DOGV 10405, of July 15, 2026). Both positions are filled in accordance with articles 110 and 115 of Law 4/2021, of April 16, on the Valencian public service, and article 62.2 of Decree 3/2017, of January 13, of the Consell.

The appointments

• Raquel Cuecos Safont, a career civil servant of body A1-09, special administration, is appointed ATV delegate, position no. 33417, classification A1 30 E050.
• Paula Piñana Sancho, a career civil servant of body A1-04-10, special administration, is appointed head of the Valuation Service in the ATV Delegation of Castellón, position no. 19799, classification A1 26 E049.

A single candidacy was submitted for the position of ATV delegate, while two applications were submitted for the position of head of the Valuation Service, all of which met the requirements demanded in the call.

Profile of the new head of Valuation

The resolution highlights the suitability of Paula Piñana Sancho for the Valuation position due to her trajectory:

• More than fifteen years as a civil servant in local and regional administration, with urban planning and building projects.
• Experience as a section head between December 2023 and November 2025, and current performance within the Valuation Service itself.
• Dual qualification as an architect and technical architect, and two master’s degrees in occupational risk prevention and work psychology.
• Specific training in valuation, urban planning, cartography, administrative procedure, and digital skills.

Effects and appeals

The termination of the current job position of the appointed persons will occur ex officio on the same day as the publication of the resolution, and the assumption of the new post will take place the following day. Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed within one month or a contentious-administrative appeal before the courts of València within two months.

These appointments reinforce the management structure of the Valencian Tax Agency at a time when regional tax management requires specialized technical profiles, especially in the area of real estate and urban valuation, which is key for the collection and management of own and delegated taxes in the Comunitat Valenciana.
