Order 25/2026 regulates the preparatory courses for accessing Vocational Training (FP)

The Department of Education and Universities of the Balearic Islands has published Order 25/2026, of August 28, which regulates the specific preparatory training courses for access to intermediate and higher-level vocational training cycles. The regulation, signed by the counselor Antonio Vera Alemany, appears in the Official Gazette of the Balearic Islands (BOIB) number 112, of September 8, 2026, and enters into force the day after its publication.

The order develops a key access route for thousands of students who do not possess the direct academic requirements to enter vocational training. It is based on Organic Law 2/2006 on education, Organic Law 3/2022 on the organization and integration of vocational training, and Royal Decree 659/2023, which provide that administrations offer these courses to people who do not meet the direct access requirements.

Two courses, two access levels

The regulation establishes two types of courses, each with its own structure and duration:

• Access course to CFGM (intermediate level): 378 hours, with a weekly teaching load of 14 hours, organized into four basic competence modules (Spanish language, Catalan language, mathematics, and digital).
• Access course to CFGS (higher level): 459 hours, with 17 weekly hours, featuring a common part (languages, mathematics, and digital) and a specific part to be chosen between Society and Entrepreneurship, Sciences, or Technology and Engineering.

The courses can be taught in a face-to-face or blended learning format, and in the latter case, distance hours cannot exceed 50% of the total.

Who can enroll

The target audience consists of people who do not meet any of the academic access requirements and who meet a minimum age:

• 17 years old within the calendar year of start for the CFGM access course.
• 19 years old within the calendar year of start for the CFGS access course.

Authorized centers, preferably vocational training and adult education centers, must offer all modules of the common part and at least two of the specific part. The student-to-group ratio is, generally, a minimum of 10 and a maximum of 30, reducible to 6 in specific territorial or demographic contexts.

Effects and evaluation

Passing the CFGM or CFGS access course allows direct access, without the need for a test, to any vocational training cycle of the corresponding level, and entails the total or partial exemption, with state-wide validity, from the access test. Evaluation is formative, continuous, and integrative, with grades of passed or not passed and a numerical score from 1 to 10, and the course is considered successful with a final grade of 5 or higher.

The order also regulates course repetition, the validation and exemption of modules, the grade appeal procedure, and academic certification. Enrolled students may, additionally, apply for the corresponding access exam sessions.

With this regulation, the Balearic Islands provide regulatory coverage for an access route that opens the door to vocational training for adults and young people without a direct qualification, reinforcing equal opportunities and the continuity of training itineraries in the territory.
