220 kV power line between Lleida and Huesca, open for public consultation

The Industry and Energy Department of the Sub-delegation of the Government in Lleida has submitted for public information the request for an Environmental Impact Statement, Prior Administrative Authorization, Administrative Construction Authorization, and, specifically, a Declaration of Public Utility for the addendum to the project for the overhead-underground electrical energy transmission line at 220 kV double circuit between the Mangraners and Peñalba substations, in the provinces of Lleida and Huesca. The announcement is published in the Official Gazette of the Province of Lleida number 175, edict 7625, dated September 14, 2026, with reference CVE BOP-2026_0_175_7625.
The petitioner is Red Eléctrica de España, S.A.U., with registered office at Passeig del Comte dels Gaitanes, 177, Moraleja (Alcobendas, Madrid). The addendum incorporates specific modifications to the original project to respond to allegations from affected individuals and reports issued during the initial public information process.
What the addendum modifies
The addendum affects both the underground and overhead sections of the line. In the underground section of Lleida, the relocation of splice chambers CE01, CE02, CE03, and CE04 outside the roadway, towards green areas or inside sidewalks, is planned, as well as the modification of the section between CE03 and CE04. Regarding the overhead section, four variants are incorporated:
- Variant 1 (T-13 to T-15): 3 supports, 0.731 km, in Albatàrrec.
- Variant 2 (T-21 to T-24): 4 supports, 1.304 km, in Montoliu de Lleida and Sudanell.
- Variant 3 (T-103 to T-107): 7 supports, 1.895 km, in Fraga (Huesca).
- Variant 4 (T-145 to T-149): 6 supports, 1.984 km, in Candasnos and Peñalba (Huesca).
Technical data and affected territory
The line, with a total length of 72 km in the addendum (71.835 km in the original project), is a double circuit with two conductors per phase and a thermal capacity of up to 860 MVA per circuit in winter. The underground section, approximately 3 km long, has 4 splice chambers and 24 splices. The affected municipal districts are:
- Province of Lleida: Lleida, Albatàrrec, Montoliu de Lleida, Sudanell, Torres de Segre, Aitona, Seròs, and Massalcoreig.
- Province of Huesca: Peñalba, Candasnos, Fraga, and Torrent de Cinca.
The total budget of the original project is 35,732,014 euros, while that of the addendum is 17,594,846 euros.
Deadlines and how to submit allegations
Allegations may be submitted within thirty business days starting from the day after the publication of the announcement, either in writing to the General Registry of the Subdelegation of the Government, or electronically through the registry of the General State Administration. The documentation (technical project, responsible declaration, and environmental impact study) can be consulted at the offices in Lleida and Huesca, at the affected town halls, and online, and will be available until March 7, 2027.
The competent body to resolve the authorizations and the declaration of public utility is the General Directorate of Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge, which also acts as the environmental body for the impact declaration. The declaration of public utility will entail, if approved, the need for occupation of the affected assets and their urgent occupation for the purposes of compulsory expropriation.
Impact for residents
This infrastructure, of great scale and with a route that crosses a dozen municipalities in two provinces, is key to reinforcing the electricity transport network between Catalonia and Aragon. For landowners and holders of affected rights, the public information process is the only window to submit allegations before the authorizations are resolved and public utility is declared, which may involve expropriations.
