220 kV Esquedas-Walqa line opens for public consultation in Huesca

The Provincial Service of Huesca has opened the public information process for the application for prior administrative and construction authorization for the 220 kV high-voltage networks that will connect the Esquedas Substation with the Walqa Technology Park, along with the WQA2CM metering center. The announcement is published in the Official Gazette of Aragon number 180, dated September 16, 2026, with reference BOA20260916016, within section V of announcements.

The project, processed under file HU-SP-ENE-AT-2026-065, aims to provide electricity supply to a new data center that will be installed in the industrial estate of the Walqa Technology Park and an adjacent plot. The petitioner is Amazon Data Services Spain, SL, and the installations will run through the municipal terms of Almudévar, Chimillas, Huesca, La Sotonera, and Lupiñén-Ortilla.

Technical characteristics of the infrastructure

The action consists of two 220 kV underground lines originating from the “Esquedas” Substation of the electrical grid (REE) to the 220 kV GIS-type cells of the data center campus substation, located near the technology park. Its main technical data are:

• Two circuits with one conductor per phase and one conductor per pipe, in a trefoil arrangement.
• Ducting via 250 mm diameter corrugated HDPE pipe, encased in concrete.
• Copper conductor with a 2,500 mm² cross-section, with cross-linked polyethylene (XLPE) insulation.
• Total length of the trench through which the lines run: 19.2 km.
• Total length of cable required: approximately 115.2 km.

The WQA2CM metering center, located in the municipal term of La Sotonera (cadastral reference 22088M002000190000RD), is an outdoor-type installation where the entry and exit of the two circuits connecting the “Esquedas” SET 220 kV, owned by REE, with the “WQA2HV” SET take place.

Background and regulatory framework

The process begins in accordance with Article 125 of Royal Decree 1955/2000, of December 1, which regulates the transport, distribution activities and authorization procedures for electrical installations. The civil works infrastructure for the 220 kV cables is included in the 132 kV lines project, file HU-SP-ENE-AT-2025-044, which already has prior administrative and construction authorization by resolution of February 24, 2026, from the General Directorate of Energy and Mines.

The environmental procedure is carried out within the framework of the Integrated Environmental Authorization for data centers, and includes the environmental impact statement formulated by the resolution of October 10, 2025, of the Aragonese Institute of Environmental Management (file INAGA 500201/01A/2025/05102). The competent substantive body for resolution is the General Directorate of Energy and Mines of the Department of Economy, Competitiveness and Employment, while the processing body is the Provincial Service of Huesca.

Deadline and form of allegations

The projects may be examined by any interested party on the energy public information projects portal of the Government of Aragon website. Allegations may be submitted within a period of thirty days starting from the day following the publication of the announcement, in the forms provided for in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure.

Allegations shall be addressed to the Provincial Service of Huesca, indicating as a reference “Public information: high voltage networks 220 kV line between the Esquedas Substation and the Walqa Technology Park, and Measurement Center WQA2CM 220 kV and its annex”. The announcement, signed on June 23, 2026, by the director of the provincial service, Marta P. Rodríguez Vicente, is also published for the purposes of notification provided for in article 45 of the aforementioned law.

The high-voltage connection is key for the development of the Walqa Technology Park and its surroundings, as it guarantees the electricity supply of a large data center that will strengthen Huesca’s position as a technological and digital infrastructure hub in Aragon, with a direct impact on the economic activity and employment of the province.
