Láncara delegates a civil wedding to councilwoman Emilia Fernández Seijo

The mayor of Láncara, Darío A. Piñeiro López, has delegated to councilwoman Emilia Fernández Seijo the authority to perform a civil marriage in the municipality. The wedding is scheduled for October 3, 2026, and the delegation is published in the Official Gazette of the Province of Lugo number 217, dated September 22, 2026, with reference R. 2502. The measure has the prior authorization of the Head of the General Office of the Civil Registry of Vigo, granted on July 14, 2026.

The legal framework of the delegation

The decree invokes Article 51 of the Civil Code, modified by Law 35/1994, of December 23, regarding the authorization of civil marriage by mayors. It also cites Article 124, fifth paragraph, of Law 7/1985, of April 2, regulating the Bases of Local Regime, and Articles 43 and following of Royal Decree 2568/1986, of November 28.

The request was submitted to the Town Hall of Láncara by the contracting parties, whom the gazette identifies by their initials, Ms. NCA and Mr. OAE, in application of data protection safeguards. The authorization from the competent registry is the requirement that enables the mayor to receive matrimonial consent outside of their municipal district.

Three mandates of the decree

The decree, signed in Láncara on September 16, 2026, is structured into three points:

• Delegate to councilwoman Emilia Fernández Seijo the authority for the celebration of the civil marriage on October 3, 2026.
• State in the authorization act that the councilwoman is acting by delegation of the mayor.
• Communicate the resolution to the delegated councilwoman, publish it in the BOP Lugo, and report the delegation to the Plenary in the first session to be held.

Second delegation and background

In the same issue of the gazette, with reference R. 2503, the Town Hall of Láncara publishes a second delegation: councilman Miguel Fernández Arrojo will perform another civil marriage on October 17, 2026. In this case, the authorization comes from the Head of the General Office of the Civil Registry of A Fonsagrada, acting as a substitute in the office of Sarria, dated August 21, 2026.

The town hall had already resorted to this mechanism weeks earlier. In the Official Gazette of the Province of Lugo of August 31, 2026, the celebration of a wedding on September 5, 2026, was delegated to the first deputy mayor, Pablo Rivera Capón, authorized by the Civil Registry of Málaga on May 22, 2026.
