L'IRFAP licita per 188.182,50 euros el subministrament de dosis seminals bovines

The Agrifood and Fisheries Research and Training Institute of the Balearic Islands (IRFAP) has opened a tender for the acquisition of semen doses for the Support Program for artificial insemination for the genetic improvement of dairy cattle for the year 2026. The tender announcement is published in BOIB no. 132, dated October 17, 2026, with the official reference CEX 3-2026, and sets a maximum budget of 188,182.50 euros excluding VAT. The deadline for submitting offers ends on October 27 at 1:00 p.m.

The contract is promoted by IRFAP, an entity based at Carrer Eusebi Estada, 145, Palma, which promotes the Support Program for artificial insemination. According to the announcement, the contract terms are published on the entity’s website (www.irfap.org/inseminacio-artificial/) and inquiries can be sent to contractacio@irfap.es or by telephone at 971 17 60 84.

The objective is to supply the genetic material that is subsequently sold to farmers registered in the program, which is partially subsidized by FOGAIBA. The call for these grants was approved by a resolution of the president of the Agricultural and Fisheries Guarantee Fund of the Balearic Islands (FOGAIBA) published in BOIB no. 100, dated August 11, 2026.

Direct delivery to farms on three islands

The delivery location is not a single warehouse, but rather the farms of the livestock breeders participating in the program. The announcement specifies that the doses must be distributed to the farms in Mallorca, Menorca, and Ibiza as indicated by IRFAP.

  • Contract duration: 2 months from formalization.
  • Start of supply: within the first 5 days from the distribution request by IRFAP.
  • Completion: within 20 calendar days following this request.

Ten calendar day deadline to apply

Interested companies have the tenth calendar day counting from the day after the publication of the announcement in the Bulletin to submit their offers, with a deadline of 1:00 p.m. With the publication on October 17, this sets the final date as October 27, 2026.

The announcement bears the electronic signature date of October 9, 2026, and is signed by the managing director of IRFAP, Maria Amàlia Grau Jofre.

FOGAIBA support: 95,000 euros and 50% of the expense

The purchase of the semen doses is partially financed by the 2026 de minimis grants for the genetic improvement of dairy cattle, under the Commission’s Regulation (EU) 1408/2013. The FOGAIBA call has a maximum amount of 95,000.00 euros, which is expandable, and covers 50% of the eligible expense, with a cap of 50,000.00 euros per beneficiary.

  • Beneficiaries: people registered in the Artificial Insemination Support Program, approved by IRFAP resolution of July 31, 2026 (BOIB no. 97, of August 4, 2026).
  • Eligible expenditure: that incurred and paid between the publication of the definitive registration resolution and February 26, 2027.
  • Aid applications: until March 26, 2027.
  • Conditions: VAT is not eligible for subsidy and the acquired doses cannot be commercialized.

The call reminds that the use of seminal doses from Friesian sires improves the genetics of livestock farms, increases efficiency in the use of resources, and reduces emissions per unit of product, in addition to contributing to the maintenance of extensive farming and livestock breeding.

Impact on the sector

The tender ensures the supply of genetic material to dairy farms in the Islands during the 2026 cycle and provides contractual coverage for an expense that farmers later partially recover via FOGAIBA. For farm owners in Mallorca, Menorca, and Ibiza registered in the program, the calendar is twofold: first, the formalization of the contract by IRFAP and, subsequently, the application for aid until March 26, 2027.
