The Housing Institute is tendering a vehicle until November 30th

The National Housing Institute (INH) has announced an open national tender for the supply of a vehicle, according to the notice published in the Official Bulletin of the Principality of Andorra (BOPA) no. 124, dated October 29, 2026, in the Other official bodies section. Bids must be submitted via the Public Sector Procurement Platform until November 30, 2026, at 9:30 a.m., and the opening of the bids will take place on the same day at 12:00 p.m., electronically.

The awarding entity’s agreement is dated October 1, 2026, while the notice was signed on October 28 and made public by the director of the INH, Marta Alberch Terrés. The body processing the file is the INH itself, created by Law 15/2021, of June 17, on the creation of the National Housing Institute, which in recent months has focused its activity on the management of the public affordable housing stock. However, the tender is part of the entity’s ordinary procurement activity for goods and services.

An ordinary contract via national tender

The specifications document titled “Supply of a vehicle for the National Housing Institute” sets the following characteristics:

• Award method: national tender.
• Procedure: open.
• Procurement modality: ordinary.
• Location: Andorra la Vella.
• Administrative classification required for contractors: group H, subgroup H1, category A.

The notice does not specify the tender amount, the execution period for the supply, nor the model or type of vehicle subject to the contract. This data does not appear among the points published in the call.

Specifications on the Platform and electronic opening

The regulatory document can be downloaded free of charge from the Public Sector Procurement Platform website at https://contractacio.govern.ad/SLE_Internet. For complementary information, the notice refers to the National Housing Institute.

The submission of bids is done exclusively through the Public Sector Procurement Platform, at the link indicated in the specifications. Regarding the opening:

• Date: November 30, 2026.
• Time: 12:00 p.m.
• Location: electronic opening via the Public Sector Procurement Platform.
• Notification of the link: the contracting authority will send it to the persons who have submitted a bid.
• Attendance as public: interested persons must request it from the contracting authority.

The INH also publishes two housing calls

The same BOPA no. 124 contains two other publications from the National Housing Institute, both dated October 27. The first makes public the agreement of the Steering Committee approving a public offer of affordable housing corresponding to blocks 1 and 2 of the Ribasol Ski-Park residential complex, in Arinsal (parish of la Massana).

The second corresponds to the quarterly public offer of affordable housing, in this case limited to block 2 of the same complex. In both cases, the application period for persons registered in the Registry of applicants for affordable housing runs from October 28 to November 12, 2026, in application of Decree 210/2026 and Decree 47/2026, of February 11, 2026, on affordable prices of the public park.

For concessionaires and providers in the automotive sector, the call opens a window of just over a month to prepare and submit bids for an ordinary award contract and open procedure, with access restricted to companies classified in group H. The schedule is, however, tight: the deadline closes on November 30 at 9:30 a.m. and the opening of the bids takes place three and a half hours later.
