The IMPD publishes the provisional resolution of the employment inclusion subsidies.

The Municipal Institute for People with Disabilities (IMPD) of Barcelona has published in the Official Gazette of the Province of Barcelona (BOPB) of 4 August 2026 the provisional resolution granting and denying subsidies for carrying out labor inclusion projects for people with disabilities and/or mental health disorders in the ordinary market 2026-2027. The resolution, adopted by the president of the IMPD on 31 July 2026, proposes granting aid to fifteen entities, denies eight and rejects applications for administrative reasons. The call for applications is governed by the regulatory bases approved by the president of the IMPD on 12 January 2026, and the proposed resolution has been issued by the Assessment Committee at its session of 15 July 2026. The grants, framed under the ILMO (Labor Inclusion in the Ordinary Market) modality, aim to promote the social and labor insertion of people with disabilities or mental health disorders in ordinary companies through projects carried out by social entities. The provisional resolution does not create any right in favor of the proposed entities until the final grant award is notified.

Fifteen entities with proposed aid

Annex 1 of the resolution includes the provisional award proposal, with a total volume of one million euros distributed among the following entities:

Denials and rejections

Annex 2 lists eight provisionally denied applications. Five are due to exhaustion of the available budget credit despite having exceeded the minimum score: Fundació Privada Gentis (Itineraris 360), Fundación Randstad (Integra’t 2026-2027), Associació Asperger New Life, Fundació Privada Coravant (for people with heart conditions) and Fundació 1957 Pro Persones amb Diversitat Funcional (Servei d’Inserció Laboral Som Capaços). The other three —Dones No Estàndards, Eurofirms Fundació Privada (Talent a mida) and ABD – Asociación Bienestar y Desarrollo (ACTIVAment)— are denied for not reaching the required minimum score.

Annex 3 lists the applications declared inadmissible for administrative reasons, including the lack of mandatory documentation, failure to comply with the administrative or technical requirements of the rules, submission after the deadline, or express withdrawal. This includes, for example, Fundació CIES (Club de Feina Inclusiu), declared inadmissible for failure to comply with technical requirements (file 2026_OVT_673472).

Deadlines for filing objections and submitting documentation

The resolution, signed in Barcelona on 3 August 2026 by Anna Grañana Sancho, delegate secretary of the IMPD, establishes the following deadlines:

• 10 business days to file objections, counted from the day after publication in the BOPB
• 10 business days to provide the documentation evidencing the responsible declaration (annex 1)
• 20 business days to submit reformulations when the amount granted is lower than that requested
• 1 month to file a hierarchical appeal against the inadmissibility, or 2 months to file a contentious-administrative appeal before the Administrative Contentious Courts of Barcelona

Once published in the BOPB, the resolution will also be disseminated on the electronic notice board and on the website of the Barcelona City Council.

The provisional resolution outlines the map of grants that, during the 2026-2027 financial years, must sustain the employment insertion network for people with disabilities and mental health disorders in Barcelona, one of the groups with the most barriers to accessing the ordinary labour market. The affected entities now have ten business days to file objections and complete the documentation, and they will have to wait for the final resolution for the grants to become effective.
