The IMAS appointed four senior technicians and assigned them positions in the Legal Service

The Mallorcan Institute of Social Affairs (IMAS) has appointed four senior technicians from subgroup A1 as career civil servants and has allocated the corresponding job positions to them, all of whom are assigned to the organization’s Legal Service. The decision, adopted by the Presidency of the IMAS, is published in the Official Gazette of the Balearic Islands (BOIB) no. 107, of August 27, 2026, through Resolution 8252.
The appointments derive from the selection process for entry as civil servant personnel in the general administration scale, category of general administration technician (TAG), corresponding to the public employment offer (OOP) for the 2023 financial year of the IMAS. The resolution, electronically signed on August 11, 2026, by the executive counselor of Social Welfare and president of the IMAS, Guillermo Sánchez Cifre, is based on Law 3/2007, of March 27, on the public service of the Autonomous Community of the Balearic Islands.
The four new civil servants
The appointed persons, who have passed the selection process and have chosen their positions in order of precedence according to the final scoring list, are as follows:
- Xesca Carreras Fiol, assigned to the Administrative Legal Service (code F00050002-7), with definitive assignment.
- Francisca Maria Perelló Sastre, assigned to the Administrative Legal Service (code F00050002-10), with definitive assignment.
- Maria Elena Tur Figueruelo, assigned to the Human Resources Legal Service (code F00050001/3), with definitive assignment.
- Mar Delgado Rul·lan, assigned to the Human Resources Legal Service (code F00050001/4), with definitive assignment.
Regulatory framework and competencies
The call is framed within the Agreement of the Plenary of the Insular Council of Mallorca regarding the delegation of competencies of the president of the IMAS in matters of calling ordinary public employment offers for the years 2021 and 2023, published in BOIB no. 43, of March 30, 2024. The general and specific bases of the selection processes were approved by the Resolution of the counselor of Finance and Public Service, of April 4, 2024, published in BOIB no. 46, of April 6, 2024; no. 72, of May 30, 2024; and no. 129, of October 1, 2024.
The Presidency of the IMAS is the competent body to resolve selection procedures and appoint career civil servant personnel, in accordance with article 7.2, sections 13 and 14, of the Institute’s Statutes, approved by the Plenary of the Council of Mallorca on April 11, 2019 (BOIB no. 67, of May 18, 2019).
Deadlines and taking office
The relevant persons will have a period of three business days from the day following the publication of the resolution to take the oath or promise and assume office. The resolution does not exhaust administrative remedies, meaning that an appeal for reversal may be filed against it before the Executive Council of the Insular Council of Mallorca within one month, and subsequently, a contentious-administrative appeal before the Contentious-Administrative Court.
With these appointments, IMAS reinforces the legal capacity of its central services at a time when the organization manages a large part of the social services of the island of Mallorca. The incorporation of four senior technicians with definitive assignment to the Legal Service consolidates the entity’s personnel structure and guarantees the continuity of its administrative activity and legal defense.
