The IEI grants 159,610 euros to town councils for artistic festivals in Lleida

The Governing Council of the Institut d’Estudis Ilerdencs (IEI) has resolved the call for grants intended to finance artistic festivals in the Lleida lands, with a total allocation of 159,610.00 euros for the 2025 and 2026 annual periods. Agreement number 6/26 was adopted in an extraordinary session on October 5, 2026, and is published in the Official Gazette of the Province of Lleida (BOP) number 195, dated October 13, 2026, under the reference CVE BOP-2026_0_195_8456.

The publication is made in accordance with article 19 of the call guidelines and serves as notification to the interested parties, pursuant to article 45.1.b) of Law 39/2015, of October 1, on the common administrative procedure of public administrations. The expenditure is charged to the budget application 2026 070 334 4620017 – Grants City Councils, collaborations in music festivals, from the 2026 IEI budget. The document is signed by the president of the Diputació de Lleida, Joan Talarn Gilabert, on October 9, 2026.

54,636 euros for the 2025 annual period

Seven city councils receive grants for 2025 activities, with a global amount of 54,636.00 euros:

• Ajuntament del Pont de Suert (P2521600C): La Cabanera Fest 2025, 2nd edition — 6,646.00 euros.
• Ajuntament de Granadella (P2513000F): 32nd Festival of Popular and Traditional Catalan Music — 9,720.00 euros.
• Ajuntament de Bellvís (P2506100C): Festival Saó 2025 — 5,415.00 euros.
• Ajuntament de Bell-lloc d’Urgell (P2505700A): Festival Bell-Folk 2025 — 6,035.00 euros.
• Ajuntament de Juneda (P2515000D): Els Rentadors Music Festival 2025, 7th edition — 5,220.00 euros.
• Ajuntament de Torrelameu (P2528800B): 9th Marrameu Festival, Festival of Stories and Street Performances — 11,040.00 euros.
• Ajuntament de la Vall de Boí (P2505200B): Concerts a la Fresca 2025 — 10,560.00 euros.

104,974 euros for the 2026 annual period

For 2026, 104,974.00 euros are granted to twelve files:

• Pobla de Segur City Council (P2521300J): Concerts a la Fresca 2026 — 4,928.00 euros.
• Pont de Suert City Council (P2521600C): La Cabanera Fest 2026, 3rd edition — 11,760.00 euros.
• Vall de Boí City Council (P2505200B): Concerts a la Fresca 2026 — 9,968.00 euros.
• Granadella City Council (P2513000F): 33rd Festival of Catalan Popular and Traditional Music — 9,120.00 euros.
• Vilanova de Segrià City Council (P2531300H): Vilanova de Segrià Visual Arts Festival IV and Montse Filella Buira Rapid Painting Contest — 4,314.00 euros.
• Bellvís City Council (P2506100C): Saó Festival 2026 — 10,200.00 euros.
• Ivars d’Urgell City Council (P2514300I): Sons Tranquils — 10,680.00 euros.
• Bell-lloc d’Urgell City Council (P2505700A): Bell-Folk Festival 2026 — 5,161.00 euros.
• Corbins City Council (P2509400D): Marges Festival, 6th edition of the QA Quality Musical Proposals Festival in rural environments — 5,003.00 euros.
• Juneda City Council (P2515000D): Pla Festival, Rural Cinema Festival of Catalonia, 3rd edition — 11,160.00 euros.
• Torrelameu City Council (P2528800B): 10th Marrameu Festival, Festival of Stories and Street Performances — 11,040.00 euros.
• Farrera City Council (P2511100F): Saó Festival 2026 — 11,640.00 euros.

One application denied and 140,390 euros released

The agreement also denies one request: that of the Vilosell City Council (P2531600A) for the Third Cuplets Festival of Catalonia in Vilosell, with an execution cost of 17,116.00 euros and 8,000.00 euros requested, due to incompatibility with a direct grant awarded by the IEI. The text states that there are no archived files in this call.

Likewise, the release of the remaining balance of the unused credit, amounting to 140,390.00 euros, from the same budget allocation is ordered. The overall percentage of subsidies over the accumulated cost of the actions is 88.36%.

Publicity, transparency and appeals

The grant will be communicated to the National Grants Database and will be published on the electronic headquarters and the websites of the Diputació de Lleida, under the terms of Law 19/2013 and Law 19/2014 on transparency. The resolution will not be notified individually, but will be published in the BOP and on the Diputació’s website, and will be notified to the Audit Office of the Diputació de Lleida.

Against the resolution, which ends the administrative route, the following may be filed:

• Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Lleida, within a period of two months.
• Appeal for reversal before the Governing Council of the IEI, within a period of one month.

This call consolidates the IEI’s support for the network of festivals in the counties of Lleida: the grants cover on average nearly nine out of every ten euros of the cost of the subsidized activities and reach a dozen municipalities, from Pont de Suert to Farrera, with amounts ranging from 4,314 to 11,760 euros per file.
